EVENING STAR. CROSBY 8. NOYES...... Editor. Largest Circulation in the District | Reading Matter on Every Page. WASHINGTON CITY: THUESDAY.. Jaly 1 | The Star By Mail. Persons leaving the city for the summer, or Any portion of it, can have Tue Stan mailed to their address for such time as they desire, at the mate of fifty cents per month. Orders, accom- panied by the money, should be sent to the busi- ness — or — paper. ss The Haltimore Convention. It is not easy to settle the exact status of the Meeting at Baltimore this week styled the national democratic conv: ion. Its “entha- Sinem” was given to a platform repudiating democratic principles, and to a candidate the life long enemy of the democracy. Was it the “enthurinsm’’ of a wake over the dead body of the democratic party? It was curious to see the oniy steadfast adherents to the honor trines of democracy—the Bayarids and McKae: Lissed down in a democratic convention. Cer tainly the cheers given were not for Horace Greeley. The shout that went up when his name was mentioned was not prompted by any sympathy in those democratic breasts for Mr. It was the yell of ship- wrecked mariners at sight of « sail that promises to carry them to arak, Will it? Is the Greeley tub seaworthy to bear its un- wonted and turbulent freight? The Greeley men are very sanguine, there is no doubt about that. One was told at Baltimore again and again, between drinks, that there is “a ground swell,” and “an uprising of the people;” that ‘the ball is in motion;” that the -‘silent vote” is coming out, aud “ the trumpet tones of the popular voice are being raised,” and all in behalf et Horace Greeley- ‘That he is to sweep every southern state but South Carolina; that he is to carry such repub- ean states of the west as Indian: Ohio, Mich- necticut, New York, New Jersey, Pennsy Yania, Delaware, Maryland, &c., in the vast; in short, that he is to be elected by such a whirl as that which put Harrison and Taylor into the White House. Now, are these sanguine gentle- men luxuriating in a fool's paradise, or have they reason for the faith that is in them? Where 4s the evidence of this popular uprising? It may be coming, but where are the indications In the start, it is calculated to depress one’s faith in the sagacity of these Greeley prophets that they talk of this same democratic convention in Bal- | timore as an immensely large and enthasiastic |e nominating canventionsof the last dozen years, | will confirm the assertion that this assemblage at Baltimore was not, by comparison, a large | One, and that, as a whole, it was greatly want- | | | ing im the clement of enthusiasm. Compare fer instance, the throngs at Philadelphia that filled Chestnat street and other streets, the | Continental and other large hotels, so that | movement was almost impossible, with the slight addition to the ordinary current on Balti- | more street, or to the ordinary number of gu | or loungers at the leading hotels of Baltimore. | Equally faliacious have been the announce- | public men that were to declare for Greeley: | What adcitions to the original Senatorial trio | have been made? Where is the formidable | list of names of republican Representatives that | were to bolt for Greeley so soon as Congress ad- journed and they bad an opportunity to learn the temper of their constituents? To succeed | with their grand whirl, they must secure not only the united demoeracy, but large accessions from the republican ranks to bring the democ- Tacy up from its hopeless minority. It is quite evident, from the proceedings yes- terday at Ford's Opera House and the Maryland Institute, that there Is a considerable portion of tothe support of Greeley. We attach no im- Portance to the Pomeroy-Duncan movem, for a bulters democratic convention at Loa & September, to make other nominations. No icket pnt in the field at that late date can ral ly ace rails guard: ts wily either stay at home on election day or give t } | | | the hard-shell democracy whocannot be broaght | | | | | | evide + a8 yet, that the Greeley movement is ous inroads upon the republican | t the same time it is never safe to underrate the strength of an adversary. The republican perty must prepare to fight opponents animat by the desperation ot hunger and a vivid ape preciation of the quality of the provender of wr. oh the public crib. The contest will be ove of | bane, and,as it were, the curse of maukind, Bo Gee hard-work and organization. The party taking | 1ble and the world the lead in these will win. grant ——+-+ 202 -____ the scenes which disgraced that city on the | Pim occasion of the Orange parade last year. The Dit authorities have taken extra precaution to guard | Sold by 8. FORD. against disorder, and it is hoped there will be | fi*tt.,P = no disturbance. It would be better if there was RO display Of mottoes or playing of tunes offen- sive to any part of the community, and better still if there was no parade at all; but the im procession if they choose to de so, and it is the duty of the authorities to see that they are not interfered with. The citizens themselves can do more to keep the peace however than all the police, firemen, and militia in the city. if they will only keep from congregating along the line of the procession there will be no trouble. Praderce too dictates this course fer when brickbats and bullets are fiying aroand it is always “the innocent spectator” who gets knocked on the head or shot through the eget It is rough on the innocent spectator, bat b ought to have sense enough to keep out of pons The latest reports in reference to the labor strikes in New York city and other places show w York the stone workers still hold ont, and continue to do so as long as funds remain the treasury of the cnions; but the large de- snds of late must have made heary inroads on | (oseresourees. ‘The Patervon strikes may also | bs considered at anend. Although the strikes | se at end, the results are not. The New York | oene estimates that of the 30.000 men who in © past two months have engaged in the move- ssent to reduce the hours of labor, scarcely re than 10,000 have gained what they sought. oe strikes have diminished ousiness and many manufactories are employing a reduced num- ‘er of hands; while the building trade was seriously interfered with and will be no better this year. Some of the workingmen have found to their cost that it is easier to lose a job than to get one, and consequently many of them are in the streets, impoverished shed and almgst hopeless, Things have changed in J in Baltimore since the democratic convention there in 1360, when two Young men named Barringer, dressed to repre- sent Horace Greeley and a negro wench, rode through the streets on mules, embracing each Other, and were greeted everywhere with the same shouts of “tremendous applause” with which the nomination of the same Horace Gree- ley for President of the United States by a de: ccratic convention was received yesterday in ‘the same city of Baltimore. Who has ‘since 1560, Horace Greeley or the democracy ? es ‘The Board of Health report that there are no new cases of small-pox. This is satisfactory news, and the more so that the Board, by cau- didly reporting the exact number of cases day by day, have won the confidence of the pablic in their statements. This is much better than to undertake to conceal the existence of epi- demics, as has been done in other cities, for the result «'ways isin such cases that popular re- port gr< stly exaggerates the extent and virulence Of the disease ‘The New York Commercial thinks in these days of municipal dishonesty it is quite re- freshing to see the action of our Board of Pab- lic Works requiring the superintendents to wit. mess the payment of the contractor's hauds at least ouce every two weeks, and report any failure to pay the laborers. os For many years past. England to induce Parliament to pa:s what is known as the ballot bill, | of Lords has always opposed the measure, {| and managed to defeat it until now. A few Lappe they passed the bill from the House of Commons, but with amendments which effectually nullified by depriving it of its essen- tial feature—the secrecy of the ballot.
