The old pe Hl how far the divisibility of matter can be carried, is raised in the mind by the action of the disaffected elements who olted trom the republican party, sub-divided at Cincinnati, divided again at the 5th-avenue hotel conference on Thursday, a:d started ona fresh round of sub-division at the meeting in New York, yesterday, of last swarm from the much-reduced Liv; of bolters. The confer- ence of Thursday did nothing, and as the meet- ing was called mainly in opposition to the Cin- cmmati ticket, this negative action gives en- couragement to the Greeley men. The New York Post, bitterly anti-Greeley, and largely concerned in the call for the convention, declares that the meeting furnighed a rather disheartening illustration of the partisan condition of politics, and of the profound want of respect, even among those call- ing themselves reformers, for the animating spirit of reform, in other words of principle, The conference showed that the southern white vote is going solidly for Greeley, that the south- ern delegations are going to Baltimore to yote for Greeley, and that the nomination of Mr. Greeley there is a foregone conclusion. The speeches were very remarkable in more than one respect. The speakers were unanimots in the expression of their dislike to Mr. Greeley. His nor ation was compared to a ‘‘dose of medicine,” an “emetic,” which mast be swal- lowed, but which was very disgusting to the patient. There was among the southerners an equal unanimity of feeling on another point, and that was what they style the oppression of thesouth by Grant. They do not care a straw about free-trade, revenue reform, civil service reform, &c., but they want to beat Grant. The conference left the question as to the German vote entirely undecided. Mr. Dentzer’s speech was a strong argument against Mr. Greeley. Senator Schurz’s speech left it still uncertain whether he w going to give the movement any active support. But the intluence of his name will certainly be given. As to the negro vote, nothing new was developed. No one was present who represented any negro votes, or could do more than guess at the result. | ‘The conference also made it clear that the real revenue reformers and the “young liberals” are Just as unalterably opposed to Mr. Greeley’s nomination as they have always been, bat that One fllustration wili do at is tim Some days since several bills passed the Houve of Delegates providing for payment of certain Amounts claimed as due for damages to property by street improvements. In one case, at least, the amount allowed was more than twice the assessed value of the property before the alleged damage was done. These bills went to the 1, and yesterday, while a member of that body who it was known would oppose them was engaged on a conference committee, one of them was passed, and the others would have been probably, had not the member heard of the action on the first one, and taken steps at once to check the passage of the others. This action In these special cases was taken, it must be remembered, while the general law on bet- terments and damages, published in our local columns to-day, and which covers all such cases impartially, was on its passage without oppo- sition. Tax-payers will be glad to know, how- ever, that among the bills approved by the Governor, a list of which is published in another column, the particular bill for damages above referred to does not appear. — There is avery general expression of satis- faction throughout the District of Columbia at the comparatively low rate of taxation levied by the act which passed the legislature yesterday. Not only has it been represented by the enemies of the District government that it would be necessary to increase the rate to the limit fixed by Congress, and that even then an additional burden of debt would be placed upon the citi- zens, but the best friends of the new govern- ment were doubtful whether the interest and sinking fund rates on the old corporation debts, the $4,000,000 loan and the Chicago loan, to- gether with the current expenses, could be paid with a taxslevy inside the limit of two dollars. At @ conference between the Governor with some of hic executive officers and the commit- tees on Ways and Means and Appropriations of the House of Delegates, the situation was discssed fully, and there was a unan- imous agreement to reduce the appropri- ations to the lowest possible amount, and to fix the tax rate at the lowest figure which would cover the reduced estimates. The figures were carefuily gone over and de- creased; the Council aided in the good work; and the resultis an unoppressive tax, but which with the receipts from licenses will suffice, with care- fuland economical management, to pay all the expenses, including interest. This result is as gratifying as it was unexpected. The tax bill asit passed, relieves our citizens from the op- pressive and burdensome levy on personal prop- erty, which hasbeen a source of annoyance, and which really amounted to very little after the beavy expenses attending its assessment and collection were deducted. —s The Cincinnati Commercial (Greeley paper) thinks it is not necessary to get very much ex- cited over the one-term principle; that in case of Greeley’s election next November it is not supposed that, four years atterward, he would absolutely refuse a second term, if he were pressed to accept it by the unanimous voice of the American people. Heis wealthy, penurious, frigid in manner, and is not person- ally popular. Frederic Law Olmstead is known mainly as the e weer of the New York Central Park. He was a member of the sanitary commission during the war, and is now a commissioner for the National Park of California, which includes Yorgmite Valley, the Big Trees, &c.
