Orders, sccom- panied by the money, should be sent to the busi- ness office of the paper. enna State Encourageme: Soete of Agricultural jes, The Legislature of Maryland, at its recent session, in addition to the amount appropriated for the Agricultaral College, appropriated for the present year $5,000 to the State Agricultural Society, and $1,000 to each of the county soci- eties of Frederick, Carroll, Montgomery, Wash- ington, and Allegany, and annually thereafter & sum of equal amount to that paid into the reasury of each society, state and county, by its members, provided sach sums shall not amount to over $2,000 for the state and £500 for each county eociety. It is also provided that when- ever a new society, or anysociety now organized in any of the counties of the state, shall have adopted a constitution and by-laws, elected officers, and raised annually, by voluntary con- tributions of its members, any sum of money which shall been actually paid into their treas- ury for the purpose of being disbursed for the Promotion of agricultural knowledge and im-. provement, such county society shall be entitled to receive annually a like sum from the state treasurer, provided such sum shall not exceed $500. One society only in each county is to receive the appropriation in any one year. This will secure to the Southern Maryland and Dis- trict of Columbia Agricultural Society about 3,000, as it embraces in its chartered limits the counties of St. Mary’s, Charles, Calvert, Prince George’s, Anne Arundel, Montgomery, Howard, and @ portion of Baltimore county, together with the District of Columbia and its rural dis- trict of Washington county, which will not be distant more than four or five miles from the fair grounds, at the junction of the Baltimore and Potomac railroad and its lateral branch to Washington city. Why should not the District Legistature encourage sgriculture, mechanics and the fine arts, in connection with the southern Marsland counties, which sapply her markets with corn, hay, vegetables. &c., by appropri- ating a handsome sum of money for the promo- tion of these opjects so essential to the interest and happiness of the citizens of the capital of this great republic ? Gov. Cooke, in his message to the Legislative Assembly, urgently represented the necessity for a law providing for the assessment of benefits and damages upon property adjoining or abut- ting upon streets and avenues undergoing im- Provement. The obvious justice of such legal provision has been generally recognized in other cities, id it was supposed that the sug- gestion would receive the attention it merited. instead of acting ona generat bill for assess- ments of damages which should provide for a ission, a jury, or some other impartial 1 for the settlement of ai! such claims, the House of Delegates yesterday hurried | through bills to pay two or three favored claim- ants inspite of the earnest protest of several members who insisted that the owners of prop- erty, damaged by improvements, should all be on the same footing, and stand or fall to- gether. Attention was called to the fact that the amounts appropriated were, in all proba- bility, excessive, and that the claims had not undergone the scrutiny by commission or jury to wnich all such claims should be eubjected, No argument availed. however, to defeat the bills in the House, but it is to be hoped that they will be rejected by the Council until a general law is framed to pay all just claims. Most of the people damaged are just as deserving and seme of them much more needy than those lected by the House of Delegates for specia legislation. The news comes by telegraph of a jealou: lover breaking the head of a clergyman at Cincinnati because the latter had taken the kissing his betrothed. It is strange +i w of all the scandal that has come upon the cloth through such occurrences that clergy- men should not be more guarded in their deport- ment. They are flesh and bioed, like other men and there is no reason why they should permi themselves freedoms that would be considered improper im other men. Yet gf is not an infre quent thing to see a minister indulging in little caressesjof the females of his flock, in, what he doultless considers an innocent paternal sort of way, but a way to which fathers, husbands | brothers and lovers sometimes seriously object’ though they do not always enforce that objec- tion with a hatchet, as did the young man of Cincinnati. Another thing; in view of the Hus- ton «fair and similar scandals, ministers should under no circumstances allow themselves to hold private interviews with women or girls, By following this rule they will save them- selves, on the one side from temptation, and on the other from the devices of blackmailers. The case of the Rev. E. F. Berkley, of St, Louis, who came near being the victim of what apy} ars to have been an attempt at blackmail- ing is im poin —_—-+ee-—___ The New York Tribune has an appreciative article upon the vast improvement operations going on in Washington, and says that “by the Means of them the distances of the city are be- coming absolutely, as well as metaphorically, magviticent; the carriage wheels roll over con- erete or wooden pavement as if they rolled on velvet, and the width of the streets is broken by the turf which has beensodded on a spa wider than the old sidewalk, by rows oftrees, or by the beds of dowers and the tiny fauntains With which more enterprising citizens have or- namented the plots before their own doors.” In conclusion the Tribune writer says: “It will not need the half of a decade to make us think that Washington wants nothing but a hundred tossing fountains among her marble palaces in order to eclipse all the cities of the world.” By the way, we must ask Mr. Whitelaw Reid, who manages both the Tribune, and the canvass for his Chief with unmistakeable tact and ability, to see to it that Greeley drops his crotchety cap- ital-moving projects when (7) he is elected.
