MEETING LAST NIGHT TO PERFECT ARRANGE- MENTS. A meeting of delegates trom the different legislative districts to perfect arrangements for the celebration on the 16th of April next, of the auniversary of the proclamation of President Lincoln, emancipating all slaves in the District of Columbia, was held at Union League Hail last night. About thirty delegates out of sixty- six were present. Mr. Henry Johnson, the sec tary, Im the absence of the president, ealled the meeting to order, and Mr. E. 8. Atkinson was clected temporary president. Mr. T. W. Davia stated that Mr. Thomas Woodsey, delegate trom the 2ist district, had authorized Mr. A. M. Green to act in hisstead. Mr. J. W. Barker, of the 3d district, objected, as did several others, but Mr. Green was tinaily recognized us a delegate. prointed R. Hatton, Jonn Curry, n,and E. W. Brown, a committee on v : A.M. Gre! resolution .C. ©. Briseoe moved, as there seemed to be @ doubt in the minds of a few persons as to who was elected chief marshal at the last mvct- ing, that Col. Perry Carson be declared elected to that position. The motion was carried with: out a dissenting voice. Mr. A. M.Green, from the committee on reso- lutions, to which several resolutions had been referred, made a report in favor of the passage of a resojution to the effect that heads of dis- t associations be invited to participate in the celebration; also, one declaring that the dele- gates pledge themselves to make the occasion a success. The committee reported adversely on resolution repudiating the election of Col | Perry Carson chief marshal. After considerable discussion the report ot the committee was adopted. A. M. Green, Rk. W.
