We have never favored allewing steam cars to rum through the heart of the city, but it cer- | tainly seems remarkable, in view of the privi- leges of this kind already granted by Congress, that we should have this present clamor raised st the franchise asked by the Baltimore and Potomac railroad. Mr. Garrett, through whose agency this fierce opposition is made in Congress to the Potomac road passing up 6th street to B, is himself interested in the National Junction read, which has the right, under Con- grestional charter, to literally gridiron the city. ‘That this tact may not be questioned, we quote Some of the provisions of this large franchise. ‘The act to incerporate this Junction Railway Company, signed March 29, 1869, empowers the company to construct a railway with one or | more tracks, commencing near the Aqueduct bridge in Georgetown; thence ramning in a northeasterly direction, crossing Rock Creek | iuto the city of Washington and passing through either S, T, or U streets north to a point most feasible on the Potomac river. or Eastern branch of the same at or near the Navy Yard; also, the privilege of locating and constructing a grand Union depot on the line of said road at some point between Sd street west and Mth street West, in Washington city; also, milar depot at some convenient point in Georgetown near the said aqueduct. By the amendatory act of June 2%, 1870, these privileges of the Junction railway company were enlarged to the extent of authorizing the company to build another line, | viz: Commencing at the northern terminus of the Aqueduct bridge, in Georgetown; thence in an easterly or northeasterly direction to Rock creek; thence along said creek or parallel thereto to its junction with the Potomac river, thence along said river bank, or parallel there. to, to the foot of 26th street, of Washington city; thence on the south side of the Chesa- peake and Ohio canal to its terminus; thence by the most direct and eligible route south of the public grounds to the intersection of Virginia avenue and South Capitol street; thence to the Eastern branch, near the Navy Yard. Also, to build a branch road trom the | main line commencing at the intersection of | Virginia and Delaware avenues; thence to a | point on Ist street east; thence under said street | by tunnel to a junction of the Metropolitan and Washington branch of the Baltimore and Ohio | roads; also, the privilege of location and con- | struction of a union depot on the main line of said road; the power to condemn ground for the location of the same, restricted to two acres in area; also, a depot at some convenient point im Georgetown. Garrett has, also, the control of franchises enabling him to cross Pennsy!- vania avenue at the foot of the Capitol building with steam cars, and directly through the line | of public grounds extending from the Capitol to the river. Mr. Scott will not go more directly through the public grounds in passing up 6th street to B than does Mr. Garrett in crossing Pennsylvania avenue aud passing on to Mary. Jand avenue between the Capitol grounds and the Botanic Garden. Yet not asingle voice was | raised in Congress against granting the privilege to run steam cars directly through the center ot the city, across its leading street, in front of the Capitol, and through the public grounds. | Neither wus there any opposition to the Junction | railroad franchise, under which Garrett, as | above shown, can traverse the city, north: | south, east, and west. But now that Mr. Scott | asks to come up 6th street to B, from Virginia | avenue, a distance of a few squares, not crossing | or touching Pennsylvania avenue, or any of the | prineipal business streets of the city, instantly the Maryland delegation in Congress and Mr. | Garrett's other friends are on the rampage: | resisting the concession by every mode of par- liamentary tactics. We repeat that we do not favor giving any company the privilege to run steam cars through central portions of the city bot we must say that in view of the privileges of this character already so freely granted by Congres*, this opposition to Mr. Scott’s moderate Tc quest seems paerile and unjust. ——_—_\_-<cee--___ England can’t afford to go to war with her best eustomier. The figures of our Bureau of ‘Statistics show that the exports of Great Britain | during the year 1570 to all countries taking her merchandise to the value of five millions ster- | ling, from which exhibit it appears that the United States bought of her in that year more than Russia, Belgium, Italy and France com- bined, and eight millions in round numbers more than all Germany, the next largest bayer of British goods. The enormous volume of our imports in 1571 undoubtedly increased to a very large extent this preponderance of American custom, which exceeded that of the British pos- sessions in North America and India added together. British exports to the United States were, in 154, £5,253,020, but im 1870 they amounted to £28,335,3M. As the Journal ef Commerce says:— Nobody buys so liberally of -fobp Bull as Brother Jonathan, and it would be a sad day for Great Britain when, by the occurrence of a war, all American orders on her manufacturers’ books should be canceled, and «il American buyers withdrawn from the cloth halls of Leeds, the hardware markets of Bir- mingham and Sheftield, the linen markets of Dundee, and all the other centers ot varied British industry.” Reterence was made in this column a few ays since to the case of Baron Von Glahn, a rman resident of Illinois, whom it cost ‘57,098.45 to get a divorce from his wite in that | The proposed 'd TU- state; $18,093.45 of that amount having gone inte the pockets of masters in chancery and other court officers. The baron complained to the governor, and he sent the memorial to the legislature, and the result is the adoption by that body of an amendment to the fees and sal- aries bill, which probibits masters in chancery from collecting more than $200 in any one case. ‘This will give a new impetus to the divorce courts in that state, as it will enable men and women of moderate means to enjoy the luxury ©f separation trom uncongenial matrimonial partners, hitherto confined to well-to-do citizens and citizenesses because of its expensiveness. ‘Chicago is expected to even eclipse all her for- mer doings in that line of business, for which the city had an unenviable noteriety betore “ the great calamity,”” which somehow or other seems to have bad a salutary moral effect on her married people; at least the papers do not contain as many divorce scandals as before the fire. —— A street car reformer in New York thinks he has hit upon a remedy for some of the evils from which that community suffers in common with ourown. He proposes that the companies shall be fined for permitting more than thirty persons in a car; for not having gates on the platform to close when that number are on the car; and for not running @ sufficient number of cars to ac- commodate the passengers; one-half of the fine in each case to go to the informer. It is an open ‘question whether such a plan would be any more effectual than the Brooklyn law, which prohib- its the companies from collecting person not provided with a seat. ————-see--—__ ‘The Chicago Tribune accuses the workingmen f Ohio of imconsistency. Judge Benedict, in New York yesterday, se: | aside the verdict of guilty, in the United States | Circuit court in that city, im the case of Robert Burke, found guilty of stealing ‘a packet” of newspapers frvm the post office, on the ground that the evidence showed that Burke stole three separate newspapers which did not, under the statute, constitute ‘a packet.” This case was paralleled by one in our criminal court several years ago, when Mr. Joseph H. Bradley, Sr., secured the acquittal of a client of his, a boy, on the ground that he was indicted for stealing books from a printing office, whereas the evi- dence showed that what he stole were certain printed sheets, which not being bound, were not yet books. On this argument the indict ment was quashed. Saharese es What purported to be a copy of a letter from Mr. Greeley to A. J. Wedderburn, editor of the | Alexandria (Va.) Sentinel, dated March 7th, has been floating around in our exchanges for the last week or two. In it he was made to say :— “Tam doing my best on the conservative move- ment, and expect to do so to the end.
