Duwes said this was necessary because after the passage of the eight hour law some of the superintendents of the government works had constrved the redaction of the hoursof labor as carrying with it a reduction of the per diem compensation; and it was to pay the workingmen the two-tenths of wagesor which they had thus been deprived that this amen:Iment was offere 1. Mr. Farnsworth (Ill.) said he thought the pa: age of the eight bour law was a mistake in the | first instance. e thought that the su when they paid by stead of giving a full day's pay for ours’ work. It was the testimony trom all government shops that the eight-hour law operated advantageously to the countr Mr. Ban's ( Mass.) said the cight-hourlaw had nothing to do with wages. It only proposed to limit and designate the honrs of labor, and he thought that the oficers who reduced the wages had violated the law, which preseribed the rare which ghould be paid. The wo-k- entitled to this money, and it was a jeney. Mr. Hawley (Il!.) and Mr. L. Myers (Pa.) took the same view that Gen. Ranks did, and con- tended that this was clearly a deficiency which should be paid. The chat (Mr. Stevenson, of Ohio,) ruled that the amendment was in order. Mr. Farnsworth then rose to oppose the amendment. He contended that to pass it would opera’e unjustly. When the law was first passed some of the men worked ten hours and were paid a full day's work, and now vou propose to pay the men who worked eight hours the same as those who worked ten hours. This would take at least $490,000 out of the Treasnry. Mr. Dawes said it would only take out an amount that the Treasury had taken from the laborers under an erroneous construction of Jaw. Mr. Hoar ( Mass.) thought Mr. Farnsworth mis- apprehended the scope of this matter, and did not understand what the eight-hour law really | meant. | He thought it was good policy to exer cise generosity toward the laborers. Mr. Dawes said it was a matter right to pay the laborer this money. They did not ask it loan, but demanded it as a right—the cp being due them for services rendered. ‘reasury got this money by an erroneous ndit should be returned. tutler (Mass) contended that the faith of the government was pledged in this case, and he wanted to know whether we should keep fai. with the Jaborin Mr. Haley (1!) said that at the Rock Island arsenal no man was compelled to work ten hours, but after workingeight hours, they worked ut ier two honrs, and were paid extra. Mr. Peters (Me.) wanted to know whether M Haley believed that a man conld do as mi work in eight hoars as he did in ten? Mr. Haley replied affirmatively. Mr. Peters said that in that case, then, the man who worked ten hours did net do more than the man who worked eight hours. Mr. Banks thought this experiment of eigh: hours would show that the government got as much work now, and.as good work, as was formerly obtained in more hours, because men had only a certain capacity, and could not wor orth moved to amend by a proviso that the other laboring men ot the country should not be taxed to pay this increase. Mr. Dawes’ amendment was then voted on, and was declared rejected by a rising vote. Mr. Dawes de manded tellers. Mr. Butler (Mas) asked, as a parliamentary inquiry, where all the Dawes men were?
