It was stated that the investigation | at the Capite! was delaying the work on streets, | sewers, &c., and that Mr. Shepherd had said that the Board or Public Works would be ready to commence operations as -oon as the Congres- sional investigation was over. Mr. Himber said that one thing was certain, those who had caused this investigation were no friends of the laboring men. Mr. Jones said that the Board of P Works had expected torecover fully half om from Congress to aid in carrying out the improvements, but if the investigation went | on it was doubtiul if the subject could be brought befere Congress in time. BROWN 'S RESOLUTION. Mr. R. W. Brown offered a resolution respect- fully atking the Board of Public Works to take some action in reference to contracts, as now men of different siates are awarded contracts, and bring their horses and cars here, while the home laborers and voters of the District have to go up and down without labor, and they think it hard that they are obliged to seek the protec- tion of the Board of Public Works and find none, because these strange laborers are sttier- ed to come in and take the bread from their mouths. Mr. Brown. in explaining his resolution, re- marked that the reports that be was an aspirant for a superintender’s place, was alie. The case of Samuel Strong vs. the Corporation of Washing- ton, was again before this court. Strong sued | the city for putting up some 21.105 numbers under a contract, and claimed $1,000.31. ‘The matter was referred to Messrs. K. D. Mussey, L.G. Hine and 5. R. Bond, on yesterday | the arbitrators filed their report. Sullivan, D. C. Adams, W. K Suppen Dxatu.—Yesterday morning colored man, named John Wedlock, living on I. street, between Isth and 19th streets, died suddenly at his own house. Dr. Sotheron was called in. and gave it as his opinion that the cause of death was heart disease. Deceased was about 30 years of age, and temperate in habits. ‘The coroner visited ‘the house of Wedlock to- day, t did not bold an inquest, giving it ashis opinion that heart disease was the cause of his death. seee- TontuRep ny Her Huspann—Imprisoned in @ Closet and Fed on Bread and Water.—An inbu- man wretch named Hitzer has fled from De- troit, Mich., in consequence of the exposure of his horrible eruelty to his wife. About sixteen days ago it was ascertained that Mrs. Hitzer was missing. When inquiry was made, the man answered that she had gone home to her friends, and after a time professed to have re- ceived a letter from ber. Afterward, when he went out, he took the eldest child along, and had the youngest one cared tor by a neighbor- ing family. On Sunday last the oldest child was questioned about her mother, and nm erving, saying that her father would kill her if she told. Yesterday afternoon the man went out as usual, and two women went to the house, forced open the door, and after a short search found the wife snut up in a closet, where she had been cal sasgoonl for two weeks, notonce being allowed to leave it. There was net space enough for her to lie down, and she was com- led to stand up or sit in’@ cramped position. hocking was uo term to be applied to the con- dition of the closet and the woman. Her entire food bad consisted of bread and water, and she was so weak that she could hardly stand. The husband bad repeatedly told her that he would cut her throat if she spoke a loud word, and she said that he often whipped the children for the sole purpose of torturing her.
