A correspondent refers to our report appearance of Messrs. Scott and Garrett the District co ittee in Congress the other day, and asks us whether we think the Peaansy!- vania railway company really cares any more for the interest of the general public than docs the Baltimore and Vhio company. We answer: Probably not. Our observation convinces us that the managers of all railways keep an eye single to the big figure No. 1, and shape all their efforts to increasing its size and power. The Pennsylvania company is, however, wise enongh to see that ifs interest lies in the accommodation of the public, steady improvement, and the de- velopment of all kinds of resources. The policy of the Baltimore company, on the other hand, seems to be to hold on to what it has, to give the least possibie in return for what it gets, and to do nothing im the spirit of liberal enterprise. ‘That's about all there is ot it: the difference in the way of looking at the same thing and trying to accomplish the same end. To our mind the Pennsylvania view seems to be the one out of which the publtc islikely to derive most benetit, and we therefore endorse it. — For propounding this inquiry, which seemod to be regarded as a stunner, we understand Mr. Garrett has furnished to our correspondent a free pass over the Peint of Rocks branch of his line, good until the cars commence running. He de- serves it. ——__+<6-—____ Ifany of the model jurymen who brought in the verdict for $3,000 against Taz Stax the other day fancied they could screen themselves from public censure under the skirts of Judge MacArthar’s ralings, that delusion must have been effectually dispelled by his remarks on Saturday im setting aside that verdict and granting a new trial. In deciding the motion | he said it was supposed by some that the damages which the jury had given the plaintiff were in the nature of damages done to the business of the party. These damages would have been special, and he bad ruled during the trial that under the declaration, which would not support special damages, none could be found. He had instructed the jury if they found that the article complained of was libellous they should find for the plaintify, but not give any special damages | arising from what was supposed in business, &c. | He could not but think that the jury hadtaken | inte consideration what he had excluded. It was | difficult to see on whatthey had based a verdict of this amount when he had excluded special damages. He would not say that they had | acted partially, but he was astonished on its rendition. He could understand, had the paper | been in the habit of publishing libellous mat- ters, had such a verdict been rendered. But it | had not. Since he had been in the city he had observed the course and conduct of the papers of the District, and he had found the defendant (THE STAR) to be the most decerous of the | journals published here; and it certainly was not | his intention, in instracting the jury, to single it | out for such a verdict. The jury may have been | misled, although he had explained fully to them | the difference between general and special dam- | ages, and had excluded all special damages. He | had, therefore, come to the conclusion to set the | verdict aside and grant a new trial. The Distriet Committee in investigating the | affairs of the District goverrment do well in | giving considerable latitude to Crane & Co., but the latter have presumed so much upon this tolerance, and have shown such insufferable | insolence towards respectable citizens sum- moned as witnesses that they on Satnrday re- ceived a well-merited rebuke from the commit- tee. It is hard enough for business men to be held at the beck of Crane (who would seem to bave blank subpenas in his pocket) day after day in the committee room, without the addi- tional wrong of having to submit to Crane’: pant and insulting line of questioning. So long*as the memorialists are represented by capable lawyers—Messrs. Ricidle and Green—we cannot see, indeed, why Crane should be permit- ted to interfere, simply to air his own private auimosities. The moral effect, however, of his intermeddiing must be good, as showing the an- imus underlying thfs attack upon the District government. —_——.<ee-—____. ‘The figures in the N. ¥. Journal of Commerce showing the imports of dry goods into that port for the month of February are rather startling. ‘The total for the week just ended is upwards of seven and a quarter million dollars foreign gold value, the largest weekly total ‘of dry goods | which ever entered any port of the United States. This brings the aggregate for the month up to seventeen and a half million do!- Jars, against fourteen and a haif millions for February of last year, which was then thought to be very large. On the 15th inst., the election of @ state senator in Penmsylvania, to fill the existing vacancy, will take place. On the 2ith inst., the Ohio republican state convention will meet, which closes up the record for March. On the first day of April, Connecticut holds her state election, followed by “Little Rhody” two days afterward. —-26e--—___. Great Brita seems to keep ahead of this country in the agitation of equal rights to women. Owing to the exertions of “theshriek- ing sisterhood,” as the Saturday Review calls the women who opposed “the contagious dis- eases” acts, the government has abandoued those acts for the limitation of the social evil, and in place of them Mr. Bruce has prepared a Dill designed to restrict prostitution, and to make it less odious, offensive, and barefaced. He proposes to make men participate in some of the penalties now borne by degraded women. Mr. Solomons having btought the di publishers to terms for using the word “‘jewing” in an offensive sense, the Catholics are after them now asking the omission of the word ‘<jes- uitical;” or the correction of its definition. Probably the Irish, in the matter of “bulls”, and the Yorksbiremen and Yankees im regard to certain words and definitions characterising their Dusiness keenness somewhat offensively will fol- low suit. and the dictionary men will have a lively time of it.
