There, as elsewhere, we suppose, jorities will oppose | and minorities tavor it. If this had not gen- | erally been the case, asystem of voting 20 fair on its face and so thoroughly in aceurd with the principles underlying popular government would have been adopted throughout the coun- try long ago. The New York World opposes the Proposed charter of the committee of seventy for that city, which has already passed one house of the reform legislature, because it pro- poses to apply the principle of proportional representation in the election of aldermen. ‘The World says the charter “proceeds upon the Pleasing yamption that all voters are hon- est,” and thereupon argues that if some voters are not honest, they can, &nder the sys- tem of representing the whole people, com- bine to elect a candidate of their own class. As the voters who are not honest seem hereto fore to have elected all their candidates in that city, the honest voters will not feel very much aggrieved uow, if the wicked men have only a minority under the rule, instead of the whole representation as hitherto. The Richmond Dis- patch used to be in favor of minority representa- tion, when it grumbied about the rule of the i} carpet-baggers; but since the conservatives have have had the control of the state, and it is some- dody else's ox which is gored, the Dispatch has | ! changed itstune.
