TAR. +. Editor. Largest Circulation in the District ‘cRosnyY * S. NOYES... — Matter on a Every | Page. The Growth of Washington. The exhibit published im another column of the real estate transactions for the year stl shows the remarkable growth of the city im that time. The date here presented is well calculated to reassure any nervous people who may have been lead to believe that Wash- ington, in the hands of the men of progress, was * go ng to the demnition bow-wows.” It will be seen that the number of transfersof real estate for the year 157! exceed those for 1570 by over 20 per cent.; and the aggregate consid- eration paid is 50 per cent. greater than in 1870. While the transactions were largely increased, the value of the property conveyed in 1871 is one- half more than in 10! There are two classes of people who will be made unkappy by this exhibit of the growth and prosperity of Wash- ington— Messrs. Reavis & Co., capital-movers, and Messrs. Crane & Co., who are seeking so laboriously to destroy the financial credit of the city, and cripple improvements and all progress | calculated to make Washington attractive and invite people of wealth and culture to make their homes bere. Seott Garrett. The wide difference between the history, policy and character of the Pennsylvania, and the Baltimore & Obio railroad companies was well illustrated in the proceedings before the congressional committee on the District of Co- jumbia yesterday, a full report of which was published in T: STAR of last evening. Mr. Scott, who represented the former secmed to have a definite plan in view, and his replies to the committee were straightforward, clear and to the point. On the other hand, Mr. Garrett had no plan but objection, no policy but obstruc- tion, and in po single instance did he give a direct answer to the questions propounded by the committee. All was vague, misty and non- committal; nothing fer progress every thing for inaction and delay. Whatever the tinal result of the contest may be, there can be no doubt as to the impression made by the two men on all who heard or read the proecedings referred to. One was accepted as the type of action and progress, the other of obstruction and decay. Mr. Garrett cannot understand why the peo- ple of Wasbington are willing to grant privileges to Scott that they deny him. They drove him away from Pennsylvania avenue, he says, and now want to force him yet further away from the business center, yet they are willing to per- mit Scott to bring his road into the heart of the city, and plant bis station directly on the Av- enue. On the face of it this does appear like an unfair discrimination, but the explanation is this: The people look upon Mr. Garrett's road 4s an oppressive monopoly, from which relief is to be afforded oniy through a rival road. In Mr. Scott they see a railroad man of enlarged ideas, who, while pushing the interests of his company with wonderful tact and energy, shigincntogeen yet bas the sagacity to appreciate that these interests are identical with those ef the country traversed by his roads. Every locality teuched by his magic wand is benefitted. Growth and quickened business ac- tivity are the immediate results. Compare his large expenditures of money and labor in this city, on the tunnel, the Anacostia bridge, and the new Long Bridge to make hisroad what it should be, with the niggardly expenditures o, Mr. Garrett bere for the accommodation of our business men and the traveling public! Don’t we remember his station-house on Pennsylvania | avenue, from which he complains that he was driven—a dingy, little old brick building, squatted down by the Tiber, of such con- | tracted proportions that one of the partien- lar duties of Capt. Goddard's police was to | save the passengers from the depredations of pick pockets on the narrow, crowded platform! But Mr. Garrett omits to mention that the prin- expal reason why the city felt it necessary to push him out to the boundary, was, that he per- sistently refused to conform the grades of his road to the city grades; thus rendering it im- practicable to open streets across bis track, or te carry out any improvements in that part of the city north of his depot. If Mr. Scott builds such stations as Garrett's was on Pennsylvania avenue, or makes a desert of the portion of the city traversed by his road, as Garrett did, he, too, will deserve to be crowded out to the Loundary. But we hope and believe better | things of bim. +eee-— Yet Another! The fruits of the outrageous verdictof the jury in the Prince libel suit against Tae Stan are already being exhibited. One Alexander Clap- petton now claims of us the modest sum of 225,fe, for alleged reference to him in a news item concesBing reported Indian frands. As Prince got $3,000 Awarded him when it was proved that there was no malice in the publica- tion, and that he was not damaged either In pocket or reputation, this man Clapperton thinks it a good time to strike the Star Company for the snug little sum of $25,000. He evidently counts upon finding another jury as stupid as ‘Yhe Carrington-Prince jury, but this is scarcely possible. He underrates the intelligence ot our averoge jurymen by taking this jury as an illas- tration of the whole. ‘2e0e- New York and Boston are both trying to reform the bad managment of the horse car lines. Im the former city, Dr. Morris, in a report to the Board of Health, pointedly con- demns the condition of the cars on some of the lines. The principal evils complained of are improper ventilation, greasy cushions, and the filthiness of the straw, which he says should be changed daily, the seats taken out frequently and cleansed, the ventilation properly improved. If these reforms are not promptly carried out by the companies, the Board of Health will take forcible measures to compe! them to do it. Boston is suffering trom the same evil as Wash- imgton—crowaed cars. The horse railway com- panies of that city semi-officially, through witnesses examined before a committee, an- nounce to the Legislature that they camnot, with any pretit, at certain hours run cars enough to give every passenger the seat for which he has paid. The public there is thoroughly aroused however, and say they will not submit to be swindled any longer. They argue that if the | terday afterm | a foot of the Queen's companies cannot do the business which, by the terms of their charters, they contracted to do, it follows that they should surrender these char- ters, and let others, it they please. try the ex- petiment. That is the right kind of taik, and we wish the Bostonians success. It willencour- age other suffering communities. +<0e-— -—_ ‘Three entire days having been devoted to thé Selection of eleven men who don't read the papers to serve as jurors in the case of Mayor Hall, the New York Ster says:—“ It is doubtful if a mere entirely regular and satisfactory pro- ceeding has ever been witnessed im a cout of justice.” Such foolery may be satisfactory to ‘the mayor and his friends; but how about the tax-payers who have to pay the expense, and the lovers of justice who would like to have an intelligent and fair verdict in the case on its merits? ——_—--6e- Here is a fact which outweighs a mail car full Senatorial speeches <5 or When General Grant became President a $100 United States bond was worth $82.72 in gold; it so now wert G00t in gold Suit & po. haven't only Only got up a “corner in whisky” but @ whele page in newspapers also!
