EVENING STAR. | ~ ¢ROSRY S. NOYES _..._.Raitor. Largest Cirealation iv the District Heading Matter on Every Page. | WASHINGTON CITY: Tn less than three weeks, travel will beopened over the new Long Bridge. The contractors with the railroad bave a double forceof men on and little remains to be done except the com- pletion of the two draws. The rails will be laid im the mean time, and with the completion of the bridge the first link in the 1,700 miles of Tom. Scott's railroad connections south will be ready for service. With the shortening ef a few of the connections further south the run- ning time between Washington and New Orleans will be reduced to forty hours, or about half what it now is. Mr. Scott proposes to move the next crop of cottonto Philadelphia by rail. It now goes by rail to Charleston and Savannah, and from these points to New York by water. By having possession of interior lines controlling the cotton traffic, he will be enabled to inter- cept it snd send the cotton by fast freight line direct to Philadelphia and New York. When this arrangement goes into effect, which will be before next fall, cotton can be supplied in Wash- ington at @ less price than in Philadelphia and New York. Ought we not to prepare ourselves to utilize the notable advantages we shall then have for manufacturing operations? We shall have the remarkable combination of a fine water-power right on navigable waters, with @ canal direct from the coal-fields, bringing cheap bituminous coal, and @ railroad direct from the cotton-fields landing cheap cotton at the very point of junc- tion of all these advantages. We have an ade- quate supply of the material for operatives to rum the cotton mills im the large sumber of men, women and children in our community needing just this sort of employment. For va- rious reasons there is an unusually large number of half-grown boys, girls, and evem able-bodied men unemployed here. The decrease of work at the Arsenal and the Navy Yard has been one cause of this; the rules of the trade-unionshere restricting the number of apprentices is another; but the main reason is that we have no such de- mand for this sort of labor as is afforded in thg | 4 New England States by the various manufee= turing operations that give employment to every man, woman and boy in the community “ The ladies and gentiomen of the very creme | & la creme of Philadelphia society” must have | queer ideas of propriety if the account of their doings in the Academy of Music in that city is correctly reported in the Press, which says:— “They talk and laugh load! been known to carry the fun so far as to let | down by strings from the upper to the lower | box giames, handkerchiefs, and the bill, and to | ten” in Philadelphia conduct themselves in re- spectable places of amusement, we can afford to be a little tolerant of such minor improprieties on the part of a few of our “lower ten thou- sand” as the munching of the fragrant peanut and the cheerful cry of «« Supe! —_——_--+ee- It issingular that the workingmen who met im convention at Columbus, Ohio, the othe day, should have selected as their candidates for President and Vice President two of the wealthiest men im the states in which they re- side. The candidate for President—Hon. David Davis—appointed to the bench of the United States SupremeCourt byAbrabam Lincoln, isone of the wealthiest men in Illinois; and the riches and large estates of the candidate for Vice Pres- ident—Hon. Joc! Parker, of New Jersey—have been often referred to in the political contests in which he has been engaged. ——__-<es-____ Ex-Water Hegistrar J. H. Crane wouldn't hold office under the District government. We have a legislative committee. sitting img the recess to ascertain the best | mode of encouraging manufactures here. | Let the committee report in favor of exempt- | ¢ trem local taxation for ten years any capital | put in manufacturing enterprises. Where the | manufacture is ef importance it might be _ well to add money inducements to make it worth while for manufacturers to come here. | The returns from the encouragement of such enterprises here would be certain and imme- | diate; and inten years the amount of taxable | property would be quadrupled, making the re- | mission of taxes for that length of time a pay- ing operation. this policy has long been seen and acted upon. Villages on the Androscoggin and Kennebec and other rivers having water privileges have | built themselves up to flourishing cities by hold- | ing out large inducements in the way of land grants and water privileges to the capitalists of Boston and the manufacturers of Lowell and | Providence. Even the small villages having no | water privileges or railroad facilities enter | keenly into the competition for business, and | we note that one of them, of three or four hun- | dred inhabitants, the other day raised $10,900, with the additional offer of exemption from tax- ation for ten years, to induce a shoe manufac- turer in Auburn, Maine, to set up business in theirpiace. If the District of Columbia, with its hundred and fifty thousand inhabitants, would enter upon the work ef encouraging man- ufactures here with the same energy as these New England towns and villages, there would | soon be a scene of business activity here unsur- passed in the country. tee ‘The queer old city of Antwerp, in Belgium, has been the scene of many strange and start | ling events, but has never presented to the student of history a more curious spectacle than the assemblage there this week of dethroned monarchs, dispossessed dukes, and antiquated be- | levers in the divine right of kings. ‘The aneient Antwerpers are not very progressive, but this con gress of “kings out of business” is too much for even their conservatism, and they seem disposed to make it lively for that collection of fossils which is headed by the dullest of the lot, the Count de Chambord, who cannot bé made to realize that anything bas occurred im France since the time of Charles X, and will persist in | styling himself Henri V. The ostensible object of the gathering at Antwerp is to listen to an explanation from this respectable but stupid old gentleman of his real position in regard te the present state of affairs in the country of which he claims to be the ruler. by divine right. ‘The meeting seems likely, however, to trans. cend the original programme, as it has drawn together, im addition to the adherents of the Count de Chambord, representatives of the now large class of ‘‘monarchs out of business” from many other countries besides France. A: those who it is said will be present in persen or by representatives in addition to-«Henri V.” are the blind ex-King George of Hanover, the fat ex-Queen Isabella of Spain, the idiotic ex. King “Bombino” of Naples, and 3 aumber of ex-dukes of Italy and Germany. The world has moved forward since these fogies and imprac- ticables had a hand in shaping the destinies of the respective portions of it which were cursed with their misrule, and the friends of liberal government are a little curious to see “what they are going to do about it.” They can not roll back the civilization of the century, and Will probably content themselves with our American plan of adopting resolutions. The Preamble reciting their grievances might be made very interesting and pathetic, and the ree utions set forth what they would do if they could.
