February 25, 1873. | A question of int rest to street-car passengers was decided yester“ay in the case of Thomas J. Davis against the Washington and Georgetown railroad company. The plaintiff comp!ains that @ transfer ticket entitling him to go up 7th street was refused because he did not get on the Tth street car at the point of junction, bug walked up to near the Patent Office and got | 52 onacar there. In other words, the case in- volved the whole question of the right of the company to refuse to recegnize transfer tickets not presented at the point of janction. It was argued on behalf of the company that they had the right to make the regulation that transfers should only be received at the junc- tien to prevent frand on the company. On the other band, it was maintained that the by-laws or regulations in relation to transfers set up by the company are not authorized by law or their charter, and therefore are void. ‘Judge MacArthur instructed the jury that if they thenght the rule im relation to transfers which made them good at the junetiononly, a rrosonalle one, they sbould find for the defend ant, otherwise not. The jury decided that it was not reasonable, or authorizedgby the com- pany’s charter. returning a verdict for the plain- tiff, with damages of 5 cents—the price of the ticket ‘The company must now make up its mind to consult the public convenience instead of its own, in the matter of accepting transfers not presented at the junction In the erection of our large school buildings the first requisite should be school-rooms of ample size, well-lighted and well-ventilated. It is no real improvement to erect showy buildings with spacious concert halls or lecture rooms (rarely used), but with pinched up school- rooms less roomy than those of the old houses, Arother fault in this direction is the disposition to crowd too many schools into a single build- ing. In that now going up in the fourth district it is proposed to put twenty school-rooms, aside from the space (sufficient for four school- | rooms,) withdrawn for a large hall. This is too | many by at least one-fonrth, and there is no | pr 10 necessity for such crowding, because it is not intended that these large central school build- | ings in the different districts shall displace all | the other schools. The school-rooms should have | space not only to seat the pupils adequately, | but also for a platform for class recitations | whereby the pupils havethe incentive of emula- | tion for the “bead,” and are placed in a line | directly under the teacher's eye, and out of the | reach of the opportunity afforded by desk recita- | tions to supply themselves with surreptitious aids to memory. A modern improved school | building, to be worthy of the name, should also lave a library, teacher's room, water, water- | closets, €e but these needs are self-apparent. There has been considerable speculation as to the course the south would pursue in case of a | War between the United States and England growing out of the Alabama claims. A corres- pondent of the New York World, who has had | good opportunities for judging of the feeling of the southern people in the matter, writing from | Charleston, S. C., says that, while they regard the controversy as between England and the north, and could hardly be expected to get up any belligerent feelings against England, be- cause she assisted them in the rebellion, yet | ™ they feel under no obligations to her since | her action in the premises was purely selfish, and she cruelly disappointed them in the | matter of national recognition. The World cor- | respondent adds: “If a war should follow the rejection of our | case at Geneva, I think the south asa section would not consider itself involved. Doubtless | ousands of young men and older veterans | would volunteer in the United States arm: for the love ot adventure, but other thousands, ing had enough of fighting in the past, would | quietly stay at home. The idea that an English army landing on the coast of Carolina or Georgia would receive any assistance isridiculous. There is absolutely no disposition in the south of 1872 to revive the confederacy, re-establish slavery, or give aid and comfort to the enemies of the United States. The question of the union has been settled by the sword. Nobody of conse- ce cares to reopen it.
