EVENING STAR._ ¢ROSBY 5. NOYES. Reading Matter on Every Page. WASHINGTON CITY: WEDNESDAY......Febraary 21, 1972. ‘Stnee the recent removal of the criminal court in St. Louis into the palatial “Four Courts” With its elegant Brussels carpets, velvet rags and walnut furniture, the legal gentry in that city have come out strong in favor of the propo- sition of one ot the judges for the donning of Diack silk gowns by the lawyers in conrt. This is not altegether the result of the aristocratic splendor of their gorgeous surroundings, above noticed; nor is it due entirely to the abiding faitb St. Louis lawyers have in common with their fel- low citizens that their city ix the federal capital of the future, and they must do all in their power to enkance its dignity and that of its chief ornament, the bar, even in such a matter as the legal eostume. We grieve to say it, but the sitk gown is advocated on no such practical grouuds, ‘The true reason why the poetical Judge Primm preposed it, and the lawyers favor it, is simply, in the language of the Judge himself, “because it is often difficult to distinguish the counsel from the prisoner, and often one is taken for the other." This is shocking, positively shocking: If it is necessary the distinction should be made’ however, the silk gown will have to be generally adopted, for it is not always possible in other cities besides St. Louis to distinguish the law- yer from his client me: by the moral excel- lence stamped upon the countenance of the former. ssee- A cabinet crisis in Spain is about as common and uninteresting an occurrence as a revolution tn one of the Spanish American states; but the recent resignation of the six-weeks-old Sagasta- Topete ministry seems to be more significant than the usual run of such affairs. The King is anxiously casting about to see what can be done with the limited and discordant material at | band towards forming a new cabinet, and in | the meantime an election for the Cortes is near at hand, and the different shades of the oppo- sition are said to have united in their purpose of | casrying them. If the opposition should have a majority, the long confusion in peninsular poli- | ties will be worse confounded. — — The vote in the Ways and by which the resolution repe tax was lost, Yeas—Mesers. Kage Messrs. . Beck ns Committee, | Will have to be paid this year and then disappear by expiration of the law. Hon. Amasa Walker appeared before the committee, and made an argument in favor of the reimposition of the tax. The question is so close that those who op- pore the repeal. but favor the cessation of the tax with the expiration of the law, hold the bal- ower, and will, doubtless, prevent the ment of the tax. political campaign in New Hampshire is rly opened on both sides, and promises to be one of the most exciting ever known in the state. Senator Wilson delivered astirring address at Manchester on Monday eyening, and on the same day Judge Carpenter, of South Carolina, addressed the people of Goffstown and vicinity against the reconstruction policy of the admin- istration. The contest in the state will be a sharp one, but the chances seem to be decidadly in favor of the republicans electing both the Governor and legislature. — +222 The latest Boston notion is a ‘mission for animals,” which Mr. Loring Moody proposes to establish with its central office in that city, but national in iis character and aims. While leav- ing to kindred state and other local societies the duty of enforcing the laws against eruelty to animals within their several jurisdictions, it will seek to bine the humane sentiment of the country at large for the attainment of its ends. ——___-~wee- —___ In the convention of the labor reform party, which met in Columbus, Ohio, this morning, for | the purpose of nominating candidates for Presi- dent and Viee President of the United States, and to transact such other business as may be | brought before it, the states are represented by one delegate for each Senator and Representa- tive they are entitled to in Congress, and the j a territories and District of Columbia are repre- | sented by one delegate from each. | en -2oe- ‘The Boston Transcript claims that by judicious advertising in midwinter, some of the dry goods dealers amd booksellers of that city have sold au | immense amount of merchandise during what | was formerly regarded as a dull Season of the | year. ——-+ee- RatTHEr Coot.—The int hope’ don Times that the American eabinet will yicld | + to (British) public opinion. ot the Lon- | Eqrat Ricuts tx Richwoxp.—A committee of colored citizens waited onthe stockholders’ meeting of the city railway company. in Rich- mond Monday, and requested that the compan cease to make distinctions in the street cars account of color, and remove the white balls | from the cars that bave by that sign been set | apart heretofore for whites.
