EVENING STAR. « ROSBY S. NOYES.......Edaiter. ——— Largest Circalation in the District | Reading Matter on Every Page. WASHINGTON CITY: FRIpaY. February 9, 1973. Readers of Charles Reade’s “Foul Play” will | remember how the villainous lover in that ro- | mance was confounded by an expert, who t-acet to him, through some peculiarities In his hand- writing, the forgery for which an innocent man was convicted. It all looks plausible enough, and so do the stories floating around through the newspapers occasionally about the wonderful developments in will cases, &c., through the Sharpness of this class of experts; but we doubt if they are any better authority on that subject than the medical experts on the Wharton trial were shown to be on toxicology. One expert is all very well if another don’t come along with opposing theories. In the trial in Taunton, Mass., last Saturday, of one Pettis, on the charge of perjury, one of these experts as to handwriting was completely upset bya legal expert, and this was the manner of it: He testi- fied that he had carefully compared specimens of Pettis’ acknowledged handwriting with the forged check and certain letters, and they were all written by the same man, giving his testi- mony in a very positive and authoritative man- ner. Mr. Hyde, counsel for Pettis, then handed him four old envelopes and asked him if he could tell whose handwriting was on them. The witness, after taking time to examine them, re- appeared on the stand, and said in the same positive manner that “the superscriptions on . the envelopes were all in the same handwriting, nd all written by the man who forged the cheek.” Mr. Hyde at once took the stand, and taking the envelopes, said, “this one was writ- ten by the clerk of the Boston Water-Power | Company, this one by a friend of mine in New York, the third is my own handwriting, and the fourth is Pettis’t substantiating his statement by producing the letters received in some of the envelopes. Phe envelopes were some he had, by chance, in his pocket. A correspondent asks us to print a page or two | of eulogy he supplies of “Miss O'Gorman, the | escaped Nun.” This we decidedly decline to do, | Her story may be true, but it does not have the impress of truth, and seems to be but a rehash of the speculative fabrication of the notorious | Maria Monk. A good many worthy people who | endorsed the Monk story without sufficient ex- | amination afterwards had occasion to hang their | heads in shame; and those who now insuch haste vouch for this woman O'Gorman may hare | similar canse to regret the'r precipitancy. | We are not of the creed assailed by her, and can, therefore, with the more candor express our conviction that all these “Narratives” of the Monk-O’Gorman order are ingenious ad- | vertising devices of unscrupulous speculators, who care not a straw for Protestantism or Ca- | thoticism, or how much bad blood is ereated by | their vile sensations. Undoubtedly, however, Catholicism is the gainer by these mountebank | assarlts. The noble, self-saerificing work done hy the Sisters of Charity In caring for the orphan, the sick, and all in distress, is known and appreciated by all, and unscrupulous as- saults upon their character and deeds simply serves to create sympathy both for them and their religion. —_—+see- ‘The investigation by a committee of the Penn- tylvania legislature of the alleged sale by cha tered medical colleges in Pennsylvania of | licenses to commit murder—for these bogus | diplomas amount to just that—is still in pro- gress, and some damaging revelations have been | made. (ne of the witnesses, John Hall, colored, had paid sixty dollars for a diploma to Buchan. | an's college. He was to have received the bene- fits of two lectures, and was to have been exam- ined, but had never been called on; he knew of | ether colored men who had also bought diplomas. Another witness, Dr. G. Dunbar Hylton, testi- fied that the Eclectic and Philadelphia medical colleges were run mostly, it seemed to him, by Buchanan and Paine together. To test the hon- esty of Buchanan's institution, Dr. Hylton had recently applied to Paine for a diploma for a child not two years old. It was witness’ child, but Paine had not been informed of the fact, | nor of the child’s age. The sum had been named | at which the diploma could be bought, and Paine suggested that the diploma, if desired, might be antedated four years. Witness had replied that the applicant had only been in the country for two years. ‘Phe arrangements had been completed, but the money had not been tendered. It is also in evidence that numbers 0. diplomas have been mailed to parties in Eng- land, on receipt of the amount charged. ———_— -wee- The California Assembly has ordered to en- grossment, preparatory to passage, a bill ex- empting journalists from jury service. The passage of the bill was not asked for by the | journalists, but it was conceded to them as a matter of right, upon the ground that they were engaged in public duties quite as neces- sary, and even imperative, as jury-service. Practically, the courtseverywhere make a dis- erimination in favor of journalists, but a for- mal law is more to the point. It is a public necessity that the newspaper be issued every day, and this can only be done properly by the united efforts of its whole staff. In almost any other business a deputy can serve for the prin- pal, but im journalistic duties there are no deputies. | —— The New York Custom House investigations has not produced the astounding developements anticipated by some, but enough has been | developed to indicate an opening forreferm, and | this reform the President has already entered upon. The later testimony is somewhat awk- | ward for government detective Whitley ani | Col. Frank E. Howe of the same service. | Against Whitley there was testimony of whole- sale appropriation of goods seized by his detectives, and of seizures made by him without | any show of legal authority. Against Howe it | Was testified that he had mulcted a victim of | $1,000 whose books and papers had been seizedon an unfounded charge. Probably these officers can establish their innocence, and it is worth their while to do it. sonnet hin SS St. Louis is just now so much alarmed at the erratic course of the ather of Waters” threat- ening to leave her high and dry that she has actually had nothing te say about capital re- moval for a week or two past. The Mississippi river, which has hitherto brought her commerce aud wealth, is in popular parlance ‘going back” ou her. That fickle stream seems to be leaving the Missouri for the Illinois shore and is cutting off great slices of land irpm the latter state and depositing them right in the midst of what has hitherto been the channel by which steamboats reached St. Louis. An engineer has been en- Saged to see what they had best do about it. ——+s0e- A confirmation of the theory that # general destruction of forests results im drought and barrenness of sell comes from Greece. A corre- spondent of the Troy fimes, writing from Athens, says that in that country the mouatain sides, which in ancient times were covered with dense forests, now only present a rocky surface, the earthy baying all been washed away inte the ‘Tuleys below. Cutting away the trees, besides producing this barrenness on the hill-sides, was followed by long seasons of drought, from which the whole country has suffered and still suffers. ‘The Board of Health would do well to look after the ice which is being cut inthis neighbor- hood and stored for summer use, to see that none of it eomes from the surface of foul water. Itis @ great mistake to suppose, as some do, that freezing purifies the water. The dissolvabie particles of animal or vegetable matter, sewage, &c., held in solution in the wzter, together with lighter impurities which float on the surface, such as the refuse from; gas-houses, are present in ice formed where they exist. Pure water will give pare ice. Ice from impure water, when thawed will yield impure water. 2 Mr. J. G. Bennett, Jr., dectines to succeed Fisk, Jr., as colonel of the Ninth regiment, be- cause ft is said to cost $50,000 a year to be “a liberal and public-spirited colomel,” and he Goesn't think the game werth the candle. | become insane and | underneath | the Farmers’ Loan and Trust, Company of the Donn Piatt, writing to the Cincinnati Com- mercial concerning the consternation of the old fogies here over the work of needed impro‘ ment entered upon by the Board of Public ‘Works, says: “ The astonishment and horror of the venerable citizens beggar description. Their first impulse was to tear their hair, their second to get drunk, and theirthird to employ an attor- ney. The last was acted upon.” q +20e- The contest in New Hampshire is likely to be close, and both parties are for hard work there. Gen. Sickles has been enlisted by the republicans to stump the state. ——____~ee- ‘Tne WEEKLY STAR, now ready, centains the Proceedings of Congress; the row about the Washington Treaty; the District govern- ment investigation; the telegraph controversy; the latest dg Brome stories, poems, — together w: teresting local news, ton news and gossi) gossip, society matters, aerieel- tural items house! receipts, &c., Terma: One dollar and & halt per anna: advance; si —s* copies fi ready for mailing. +2ee.- A Reronwen wi wHo Negps Rerorwina.—A Fennsyivania paper, im connection with the election from the fourth senatorial district of that state, has the followin, para- ara ph with reference to one of the candidates : not many months ago, ‘ put through’ tae irginia legislature the special legislation that transferred the railroad interests of the Old Eeaien te the Pennsylvania railroad, and islature was brought here avow- r the centennial celebration, but actually to be paid their price, who was their entertainer but this model mouthpiece of mu- nicipal and moral reform.” Thisis an extra- ordinary statement, and as it is made with such specific distinctness, it seems to the Norfolk Verginien that the committee who made that fu- mous visit ought to meet at once. Contrxuxp CLAMOR OF THE BRITIAN Press. The London Times has concluded from the ceedings in the House of Commons that {t ts unanimous in rep theelaim by this in cents, in wrappers pudiating the admissibility of government for consequential damages es not think that the language of jladstone was calculated to induce the Americans to with¢raw their demands. It dis- approves altogether the verbal discussion of the treaty. The London Telegraph, while it thinks the speeches of the Minister’ indiscreet, and likely to prove mischievous, yet criticises the comments of the American newspapers ou the subject, saying that the stand of the English government was only in obedience to the unani- | mous impulse of the country. ——<—$<——— Wat Mupcett Says Anout THE “GrNe- RAL ORDER” Business.—Legrand B. Cannon testified before the Congressional Retrenchment Committee, in New York, yesterday, that Mr. Mudgett intormed him that General Porter was connected with Colonel Leet in the general order business. This Porter denied, but in an- other conversation Mudgett repeated the state- ment and said Leet had canceled checks from ixby, Let's partner, in his possession. Mudgett was called and said he believed w he had stated was correct, and believes so still. Ix THe Britise Pa RLIAMENT yesterday, Mr. Forster introduced a bill providing for secret balloting. Mr. Newdgate opposed it, arguing that it would lead to universal suftrage. The | bill passed to its first reading. In accordance with the notice given on Wed- nesday, Mr. Milbank proposed to callon Sir Char Dilke to justify before the house his re- cent speeches against the Crown, but he was | ruled out of ‘order.
