A very interesting letter in regard to the first | cicctric telegraph line ever put up and used, will Le found on the first page of this paper. The events therein recited oceurred far too long ago to be within our knowledge or memory, and we co net remember to have seen before a state- ment of some of the facts set forth by the author. The publication of this letter will, how- ever, be very apt to bring out other communi- cations on the subject, from persons who are or onght to be familiar with the events and circum- stances referred to by Mr. Whitney. = — a There ought not to be a day’s delay in either branch of Congress in passing the bill intro- duced inthe house on Monday by Mr. Read «to repeal all laws imposing daties on printers’ types, ink and paper.” The duty on these articles as it stands at present is an onerous tax, pure and simple, on the spread of intelligence and the diffusion of knowledge. It is kept ap, moreover, solely for the benefit of a few manu- fecturers In this country. The present tariff is so high as to keep out the foreign made articles named almost entirely, so that little or no reve- nue goes into the public treasury from that rource, but at the same time the prices of those of home make can be and are kept extrava- gantly high, on account of freedom from foreign competition. And not this alone. There is a close combination between the type founders of this country, and also between the paper makers, under which those manufacturers who might be disposed to sell their wares at a fair profit are prevented from doing so. and are re- quired either to sell at the exorbitant prices fixed by a committee or other authority within their respective organizations, or take the risk of being so tabooed and harrassed as to have their business or business character virtually de-troyed. ‘The passage of this bill will remove a tax of more than a million dollars a year now imposed on the readers of books and newspapers, which» as we have said above, goes, not into the gov- ernment treasury, but into the pockets of a handfull of manufacturers. We cannot believe that Congress will refuse to pass it. pclae ——E_— A bill to repeal all laws for the punishmentof citizens by stripes was defeated in the state sen- ate of Virginia en the 23d inst. Mr. Graham, ot Nottoway, who introduced the bill, in advo- cating its passage, took the ground that whip- ping for petty offences, usually committed by young offenders, has a tendency to make great criminals of them, by causing them to lose all self-respect, and has been found to be a cruel, harsh and barbarous way of punishment by the army and navy of the United States, and by all the states of the Union except Delaware and Virginia. He claimed that many crimipals are actually reformed by reformatory institutior: while thoee who are publicly whipped in almost every case become a curse tosociety. It is understood that he is the bearer of important dispatches in relation to the situ- on of affairs in that section; and the fact that the greater portion of the Anglo-Indian army is moving northwest gives color to the ramor that the British government is determined to oypose any further extension of Russia’s sway in that direction. The section known as Bok- hara is a province of Turkistan, nominal! eeyendent, but im reality tributary to Kuasia. It is now thought that the Emir. in conjunction With the government of Great Britain, will en- Ceavor to throw off the yoke. Once being asked whether be would accept the democratic nomi- nation for President, he is reported as answer- ing: “ No; I would rather let them select some other man; and after he is elected I will lease him and run him.” Which he would be very likely to do. ‘The “Old Catholic” movement, of which Dr. Doltlinger is the leader, seems to make no pro- gress outside of Germany. It was thought at one time that the anti-infallibility wing of the church in France would be the very first to create an open schism, but, contrary to general expectation, Pere Hyacinthe, after a few vig- orous protests, was effectually silenced by a de- cree of canonical degradation from the Vatican. ‘This virtually ended the movement in France, but in Germany, with Dollinger, Friedrich, Huber, Strassmayer, and others as leaders, it bas gathered considerable strength. In Spain the reformers have made no headway, but hope yet to gain powerful allies. Ia Italy the Roman Catholic clergy continue to stand aloof from the movement, and remain silent on the subject. Letters from Europe hint at a possible under- standing between the Greek Church of Russia and the “Old Catholics.” At the September Congress of Munich Prof. Osmin, of St. Pe- tersburg, Was present as a delegate of the former church, and seemed to be greatly im- pressed with the Programme of Doll of Dollinger. ‘The Philadelphia city fathers seem to be troubled with what the Germans call “dopple- gangers,” that, is “a double” of the person aM@icted, which travels around independent of the “original Jacob.” The councilmen in the ‘Quaker city appear, or appear to appear, at the same time im the council chamber and on the railroads where they have free passes. The members don’t mind it, but the railroads do, and a photographer has been engaged to ‘‘take” each member of the said councils on a card of the usual visiting size, upon the reverse side of which is to be printed the said member's annual free pass, presented to him by the Pennsylvania Tailroad, according to the ancient eustom.
