Editor, Largest Circulation in the District | Reading Matter on Every Page. a SHINGTON CITY: . | WEDNESDAY ........ January 17, 2972. ed Among the Dil's pending in the legisinture | which should be passed previous to the adjourn- } ' ment of that body, is one which provides for the registration of birthsand deaths. Theimpottant | subject of vital statistics has reeeived-too little | $1 attention throughout the country. It isof im- Fortance that correct details of the population should be ascertaired and registered in every | city of the union. Private interests and public | ¥ policy are both materially affected by the cor rectness or incorrecttiess of such statistics. | Take the single question of the increase of population, a sure indication of national or local prosperity. Where there is but a small increase it Is an indication of something wrong. ‘A com- plete registration would enable law makers to see the cause which produced it at once, and to apply @ remedy promptly, if it sliould be a matter which can be remedied by law. New York city has waked up to the importanee of | o this subject but recently, and attempted to remedy the deficiency in her methods of tration. One of the results of her not yet perfect, was to bring to tight in last year’s statistics facts which demand serious consideration. It has shown that the number of deaths in the city im 1871 was 26,952 while the number of births was only 23,052, an excess of deaths over births of not less than 3,900; whereas the difference ought, if the state of society | were healthy and normal, to have been, at the least, as great theother way. But thisis not all. Ot those 23,052 births, not less than 2,268 of the | children were dead. This increases the deaths | actually to 29,220, and It diminishes the births to | 20,784, showing a balance against the population | of 8,496. Already this exhibit has led to an in- | quiry which will possibly resnit in a reform in | socialethics, and inthe modes of living and con- ducting business, for all these are involved in the matter of a decrease in birthsand an increase of | 7 deaths. We merely mention this by way of illus- | tration. Togointo all the detailsof the benefitsto | result from a correct registration of vital statis- | tics here and throughout the country would take more space than we can devote to the matter, but thinking men will be able to pursue the sub- ject through its various ramifications from the few hints here thrown out. —+20e- is talk about a coolness between tne Unit s and Russia about the Catacazy matter. We have no commerce with her, (if we except the Alaska icebergsshe sold to us at a whopping price,) and nothing else to breed friendship and sympathy. Why should we affect a Jonathan and David style of friend- sbip with the most despotic government on the face of the globe, passing over the enlightened countries of the old world, in sympathy with us through ideas of civil and religious lierty, and the close intercourse of commerce? Why should Kussia assume to reciprocate that sham passion, for a republic like ours? We need neither be cool nor Warm with Russia—certainly not the latter if the return demanded is that we shall buy her icebergs, and tolerate her Catacazy’s. The better way will be for both countries to abandon this absurd love-making, which can never result in @ match, and drop into the position of undemon- strative friendship they should naturally assume | towards each other in the family of nations. ~coo- — New York has twelve murderers in the Tombs who hope to escape further punishment, and other assassins walking the streets who have paid no penalties for their crimes, all owing to the absurdity of choosing for jurymen in capital cases men who are too ignorant to read the newspapers, or too stupid to form an opinion.
