At the meeting of the Board of Dirctors of the Chesapeake and Ohio Canal, on the 2th ult., Governor Bowie. of Maryland, Mr. James G. Berrett, of this city, and Mr. John P. Poe were *ppointed a committee to report as to w action as tothat work should be reeommende to the Maryland legislature. The committee submitted their report at the adjourned meeting of the board at Annapolis a few days since ‘They speak unfavorably of the proposition to epen the mile and a quarter of the canal lying in this city and condemned by our Board of Health a= a nuisance. They say, however, from the tacts stated by the president, that immediate action must be taken upon the subject, and re~ commend that it be referred tothe president a! Leard of directors for them to make the most ad vantageous disposition, but to report to the stoekbolders before final action for their adop tion or rejection. ‘The state being the mortage of this part of the canal, the committee recom. mend application to the legislature for appro- priate legislation to give conveyance, and sng- gest tothe Board of Public Works to lay this matter early before the legislature. The report pproving of the construction of the t Georgetown by the company, as expe ent, states the committee can unded objection to their construe ton by private responsible parties. If so built the company, it says, would derive most material advantage. They, therefore, recommend the re- ceiving of proposals thus to construct these out- let-locks. No contract, however, to be awarded without the stockholders’ approval ‘The recommendation of this passive policy is not very encouraging to those business interests of the Distriet depending on canal trade. The committee in this very report express their gratification at the prosperity of the company, and state that the net revenues for the last eighteen months were $420,563.71, while for the eighteen months immediately preceding they were only $90,2%.40. They know that this in- creased trade demands increased facilities for unloading beats at this end of the work; and ye they propose to stand still and wait for private enterprise. Boats are frequently detained some vays In Georgetown waiting their turn to dis- cargoes, and relief might be afforded and @ new impetus ‘given to the canal by a Jndicious expenditure at this time. Something will have to be done in the near future, or the interests of the canal will suffer. There is vir- tnally no outlet lock from the canal into the river except at Alexandria, for a loaded eoal- boat cannot pass through Rock creek. If the dredged, and the section ot the canal im this city kept cleaned out, coal might be brought into the heart of this city without the heavy expense of hauling trom Georgetown; an outlet lock was coustructeil in George- nm, coal might be transterred from the canaj ats directly into vessels, greatly cheapening the cost of the coal at the north. Anybody can see how these improvements will increase the trade and thus benefit the canal company. and yet they propose to wait for somebody else to do their work - eee. ‘The New York legislature will have its hands | futl tostraighten the crooked waysof Tammany, and not the least of the trouble will consist in squelebing those well-meaning but ignorant and overzealous members who obstruct necessary legislation by all sorts of impracticable schemes. To be sure they could not possibly 4) worse in the way of misgovermment than the rulers chosen by the free and en! voters of Gotham and its sister city, Brooklyn; but the scheme is not republican and not what is wanted What is most needed is to have such checks on all officers who have anything to do with the collection or disbursement of the people's money, andsuch publicity given to all papers and ac- counts pertaining thereto, as to make it impos- sible for an officer to abstract any portion of the funds without speedy detection. Honest men nay be elected; it is to be hoped thef'will be; Lut they should be subject to the same stringent regulations as would be necessary if they were known rogues. Nearly all the recent schemes of plunder, nationa! and municipal, have succeeded so well only because of the undue confidence re- posed in entrusted with public money. -s0e. Colorado is out of yt and has £55,000 in the territorial treasuTy, and yet her politicians are not happy: Governor McCook is bound to be in the itshion, and in bis message clamors for reform. He wants the grand jury system abolished, thinks the Indians are occupying too much good land, and desires that more stringent daws be enacted for the collection of debts, minutes, the brilliant intellects of the jury evolved from their inner consciousness a ver- dict of guilty on the third, but not guilty on the other two counts!
