_EVENING STAR. __(BOSBY &. SOYRS.......Eatsor. se Bitten inne nnn — serine ingerCredeieb 6s Baned| "= Beading Matter on Every Page. WASHINGTON CITY: TUESDAY. December 19, 1871. SSS Scheol Di»cipline—Duties ef Parents. We had occasion lately to censure certain ec- centeie and Lealth-destroying punishments in- vented and practised by some injudicious teach- ers inour public schools. These punishments, we ~ee, are discountenanced by the most intelligent of the School Trustees, and in some, if not all, of the districts, rules have been lately adopted pos- ituvely forbidding them. On the other hand, there is something to be said asto the daties of parents ia making chil- dren obedient to the teacher. Parents who find themselves wholly unable to govern their - or keep them in any sort of subordi- rationat home, semd them to the teacher charged wi the mental and physical care of sixty pu- and expect that the over-worked teacher 1 not only perform the miracle of making the incorrigible youngsters tractable and teach. able, but shall also accomplish it without pun. shment of any kind. If the child is whippod (#e don’t believe much in whipping, but so long as it is a prescribed punishment it must be en- foreed,) there is s row that sete the whole school district in a ferment; if he is suspended, the father is apt tostraightway make his appear- ance at the school-room, or before the school- board, and insist that the delinquent shall be reinstated on the ground that he pays taxes, and has a right to have his children educatedin the public schools. Teach- ers who are so poorly sustained in the govern- ment of children by the home authorities have agretty hard time of it. The children of such | thle injudicions and unreasonable parents naturatly | g0 to school in anything but the proper temper to be subjected toany wholesome discipline, and the consequence is that the school 1s in a con- stant uproar with them. The attempt to bring them to order is almost invariably the signal for | ® rough-and-tumble contest for physical mas- tery, not at all to the ediftcation of the rest of the school. Any parents who indulge the belief that they | Pat can, by right of paying taxes, insist on forcing their insubordinate children on the public schools should at once dismiss that mustaken idea. The public schools are for “the greatest good to the greatest number.” If the incorrigible child of a tax-payer stands in the way of the progress and proper discip|ine of the fifty-nine other pupils in the schoo! he must leave for the good of the rest. But, says some tender-hearted philanthro_ pist, “would you have these boys thrown apon | the street, to go from bad to worse answer, not necessarily. The ‘+hard-cases” may | be sent to a private schoo! of limited numbers or if viciously bad, to the Reform School; but | one thing i- certain, they have no business in | our public schools, where, in place of being themselves reclaimed, they may poison the minds and retard the progress of fitty or sixty | others. First and last, it should be understood that our public schools are not Reform Schools. Oar best schools are those where there is a good understanding between parents and teach- where the parents visit the schools freynent- | ly, and confer freely with the teachers upon the peculiarities, tempers, and mental qualities of their children. In such schools, the authority | ot the teacher is reinforced at home by the pa- rent. The refractory child, when corrected by the teacher, knows that he can expect no sym- / pathy or encouragement at home, and speedily | ~ettles down to good behavior. Hi ———__ -see- It seems to be believed that Mrs. Wharton wil; be acquitted, whether guilty or innocent, in con- | sequence of the blundering management of the | Frosecution. The principal witness for the gov- | ernment, Prof. Aiken, the analytical chemist who examined Gen. Ketchum’s stomach, and testi fies to finuing tartar emetic there was sharply | bandied by the defence, and was obliged to | admit that his analysis was not exhaustive; that he did not preserve the substances found in the stomach; that he only made incomplete memo- randa, and that these memoranda were soon t thrown away. Those who conducted the post-mortem axamiuation seem to have blun- dered, too, in not making chemical analysis of he lungs, liver, blood, and tissucs of the deceased in order to discover the Presence of tartar emetic In those parts of the body where it | Would most likely be present if iteansed death. ‘This is nerded to meet the testimony that the | presence of antimony in the stomach was no Proof that i caused death, because it would Lave te be absorbed to produce a fatal result; and as it was testified that tartar emetic was administered, the natural conclusion was that what remained in the stomach was only part of what bad been taken. The testimony of Prot. Aiken, however, was obtained as an expert that tartar emetic was found, and that he believed it te have beew the cause of deatle —<-- The Chromcie is puzzted about the status of the Piedmont nd Potomae railroad; cannot as certain #be is “‘ getting up” the company, or whether it bas any sound basis.
