Mr. Townsend, like most candid travelers who Visit Utah, found the Mormons by no means so Diack as painted, and comes to the conelusion that if they will get ridof polygamy they are a people to be encouraged in their present position, as the orly people who have the fragality and unity to keep up the cultivation of this desert soil; and agricul’ural Utah is now @ neces- sity to the mining, railroad, and military operations of the central continent. A passage in these letters confirms what we have heretofore maintained; i. ¢. that it will not Le a difficult task to solve this problem by an ar- rangement with the Mormons whereby polygamy shall be dropped for the future on the legaliza- tion by Congress of the marriages already con- tracted and the legitimization of the present children. Mr. Townsend saysit was proposed to } several Mormons, in his presence, by a dis- tinguished member of the Church that a con- vention should be called promptly to prepare a state constitution, and concede polygamy in re- turn for the right of local government, trial by jury, and a share in the benefits of representa- tion in the nation. Whatever may be said of the present crusade of Judge McKean against the Mormons, it is certain that polygamy must go under. As Mr. ‘Townsend tells Delegate Hooper: “Your people Taust stop polygamy or it will stop Utah.” The question of “ mized schools” is now agi- tating Louisville, Ky.,in this wise:—The city comnetis adepted a proposition to amend the charter so that all the taxes paid by colored persous shall be given to the school fund sor the education of colored children. Mayor Baxter Promptly vetoed the measure on the ground that it is not necessary or expedient to increase the resonrces of the school tand by giving it the total taxes levied for all purposes upon the Property of colored persons. Iie assumes that the school board has the right to devote to the | colored schools a portion of the school tax paid Iby white persons.
