* ne EVENING STAR. Reading Matter on Every Page. WASHINGTON CITY: WEDPNESDAY......November 22, 1871. The Election. ‘The returns as we go to press show that the obstruction'sts and anti-improvement men have been routed “horse, foot and dragoors,” and that the vote in opposition to the loan scarcely rises to the dignity of “scattering.” It is grati- fying to the friends of improvement that the Dis- trict government has been endorsed in this em- phatic manner by the best citizens of all parties. The public verdict in bebalfof the mach-abused members of the District government conveys a Wholesome rebuke to the squad of obstruction- isis who have resorted to sach disgraceful villifi- cation of these officers. In the vote of to-day they can cee what the people think of Governor Cooke and bis ar-ociates—and, also, what the people think of ‘he +20e- New York yesterd:y “ovated” the Grand Duke after the mosi gushing sty'e of that city when it gets hold of a sprig of royalty. Even the sedate reporter of the Associated Press is fairly thrown off his pins by the sight of a real rand Jook,” and quite outdoes the special Jenkinses of the press in the way of ornate de- scription. “The fine, manly form and hand- some but modest face of the Grand Duke,” he says, “were the subject of general remark, and the ladies at once became enthusiastic. When the barge reached the Powell, the Duke evinced BO nervousness under the shouts, cheers, and waving of handkerchiefs which met him, amid ins of the Russian national anthem, but, quickly rising, he tripped wp the ateps as nimbly as can be imagined. AS soon, however, as his feet touched the heavy Brussels carpet laid across the deck, the Grand Duke removed his chapeau and bowed graciously.” [‘* Bowed graciously!» ‘Think of that, now!) But the Duke is not alto- gether made up of irom augusineds, and the reporter hastens to tell, that “glanging about him, and finding himself the subject of so much interest on the part of the fair daughters of New York, he modestly blushed, and for an instant lost the self-posexssion which he had thus far maintained in a remarkable degree.” The ride of the Prince up Broadway “was one continued ovation. Cheer rose upon cheer, and a sea of handkerchiefs” (very fine. convey- ing « graceful intimation of the purity of the hanckerebiets, just out of the wash,) “ flut- tered from delicate fingers.” (n the whole, this metaphor is rather mixed, 10r bow can @ sea of any kind flutter from delicate fingers? But the reporter is a!together marine in his figures, prob- ably by way of compliment to the Grand Duke, and tells us alittle later that “the ladies and gentlemen rose en masse, and gave Alexis a per- fect storm of applause.” A fitting climax to this sort of stuff is the statement that Jim Fisk | was presented to the Grand Duke, and he (Col- dim) “presented Alexis the freedom of ali he owned on the American continent.” The “‘ova- tion” altogether seems to have been a good deal of the Jim Fisk order, but must have been rather striking from the numbers present and the undoubted heartiness of the welcome given tothe Prince. It is not difficalt to glean from he gushing adjectives of the reporters that he | really carried himself with unafiected modesty, well caleulated to win the favor of the American peop! hs What with her army of workmen rebuilding the burnt district, her “conflagration bummers,” and the legal questions arising from the com- plications growing oat of the fire, the new Chicago is altogether a lively place. The latest law point agitated is whether the late tenants will be held for the rent after thelr houses are burned to the ground. One of the journals, a ‘ing this novel question, says: “Let no tenant be fnghtened. The courts have decided over and over again that where there is nothing | left to oceupy—no equivalent—rent cannot be collected. There is no possibility of a suit, ex- cept where the tenant ane is family have con- ». Voorhees does not take kindly to the new m"” policy advocated by some.of the atic journals. TRE GRAND DUKE’S SPEECH. ‘The reception to the Grand D Duke in New York yesterday was a grand affair. The streets were crowded with spectators and the buildings decorated. The was tak display was fine. The Duke was en trot ‘Tom the flagship Svetland and brou to the city on the steamer Mary Powell. wins phe came aboard of the Powell General Dix made an address of Welcome, to which the Prince replied as follows: “6 { Diz, Ladies and Gentlemen: I beg to express my warm thanks for the manner in which I have been received. The feeling which exists between Rossia and the Uni iced Sates i as strong as it is lastin 4 nothing turk i to pay my respects to the President, whose high character is g watly appreciated everywhere, but, on my return, f we the pleasure to accept your hdepitality, so kindly tendered me.” ‘The formal ceremoniesot welcome over, shaking was gone through with, and ‘nearly every lady and gentleman on board was pre- sented to the Pri and cordially shaken by the hand. The Mary Powell landed at Pier No.1. The Prince was then escorted to a car- n by four horses, and the procession » the Clarendon, where he reviewed © troops from the balcony. At night he was aded by the 9th regiment ban 4, and left w York this morning for this city to ruspeets to the President. ee ‘Tue Taumayny Rise Scarreration.—Itis mored in New York that James M.
