That cunning old spider, Bismarck, in the center of bis web at Berlin holds under his con- trol the golden threads which have already hopelessly entangled France, are gathering about England, and are itkely to involve other powers. If France encounters such financial distress im paying the second milliard, what must be her condition before the whole debt is discharged; snd if Engiand is already drawn in to such an extent as to raise the money rate in the Bank of England from two to fire per cent. in a week, how long, if this continues, before the crash comes? England is certainly not pre- pared in her already disturbed condition to stand such a storm long, as it will still further unsettle the already unsatisfactory relations of labor to capital in that country—a necessary consequence of @ general change in prices. More than half of the people of England to-day are able merely to live from hand to mouth. A Little lese of wages ora little more to pay for Becessaries, and starvation stares the working- men in the face. While France is suffering from scarcity of coin, Germany is plethoric from the abundance Of it. If Bismarck is merely keeping the im- mense quantity of the precious metals which are in his possession for the purpose of recoining them according to a new German standard, he would do well to spend as short time in the pro- cess as he possibly can, otherwise there is no tell- ing to what extent the momentary system of the world will be disarranged, and Germany will be made to suffer too in the end. The London Economist is already holding out the threat that the Bank of England will raise its rate of dis- count to a high figure, and so embarrass mone- tary transactions with Germany that the latter will be glad to act in a more liberal manner to- wards France. The future operations of the agencies now at work will be watched with in- terest from this side of the Atlantic, for any great disturbance of values will have its effect in this country. The laboring men of England have very sen- sibly refused an alliance with the tory party. ‘The new alliance between the peers and the peo- ple was discussed at a meeting of representative workingmen on Monday. The speeches charac- terized the scheme as absurd, and it was finally agreed to repudiate it and to treat it with con- | tempt, as @ futile attempt on the party of the | leaders of the tory party to gather new strength from a combination with the labor reform rep- resentatives. Too often workingmen fall into the schemes of political managers; generally, if They not always, to their own disadvantage. have done well, if the news is reliable, in re- fusing to compromise themselves by an alliance with @ party which aims to retain the forms or feudalism to the last moment. Such a union was unnatural, and they can and must yet get what they want from the liberals without delaying the republican movement for which they are work- ing. <ce+___ The Chicago tire seems to have had the effect of melting down political asperities in that city, and the two parties talk of an arrangement di- Viding the city offices between them. The repub- licans are to have the candidates for mayor, city collector, police commissioner, twelve out cf twenty aldermen, nine out of fifteen county commissioners, judge of the superior court and seme other minor officers. The democrats to | have city treasurer, city attorney, Judge of the circuit court, eight aldermen, six county com- missioners and some smail offiecs. The entire | ticket has not been agreed pon; but it is prob- ble that Joseph Medill, of the Tribune, will be | the candidate for Mayor.
