To be sure, it is explained that this only continued for a short time, and that tho extra charge was made under the pretext of covering “‘the ex- pense of bunting up persons who hed no fixed place of business or other known address; but the damaging fact remains that a wealthy cor- poration profited by a Providential dispensation to speculate upon the necessities and anxieties of those who were connected by relationship or business concerns with the doomed city, and who were bound by every tie of affection and interest to use that medium of communication at any cost. Money acquired in this way may swell dividends, but it can hardly be considered elean, or likely to be of much substantial use to its recipients. The federal gov.
