CL Mr. Clapp, following we: Gentlemen of the Government Printing Office and Bindery: We bave assembled upo: unexpected oceasion in response to that nobles: impulse of the human heart, which myts us to do unto others as we would that they should do unto us. A cry of comes to us from a heretofore favored section of our beloved coun- try. A young and flourishing city, which, but a few short days since was the pride, admiration and wonder of the world, has been reduced by the hand of omnipotence to a smouldering pile of rams. Under an mserutable providence the fire fiend has been let loose w the fair city of Chicago, and it is now a desola- tion. One hundred thousand of its people have been reduced from a condition of opulence and comfort to absolute destitution and want by this fearful and sudden catastrophe. Neither house, nor home, nor food, nor raiment are left to shield and preserve them from the pitiless blast and the approach of hunger. One hundred and fifty millions of dollars in property have taken to themselves wings and flown away | im this devastation. The millionaire of last Sat- urday is the pauper of to-day. And now, gen- tlemen, the ery comes up from the charred re- mains of that late beautiful and prosperous city, «Help us, or we perish!” Shajl we, who are enjoying the blessings of cpmfort, if not of wealth, turn a deaf ear to this startling appeal? No! forbid it. As God has given us the ability, let each one connected great national institution extend « help- ing hand in this of — disaster and distress. Everthe widow's mite will be ap- preciated, and Godwill bless the hand that drops it into this ysgent and worthy charity. ‘Thisterrible calamity appeals to the more geu- erous impulses of us all, and In this hour of afflic- tion we are reminded that ‘it is more blessed to give than to receive,” and that as we give we shall receive our reward. We will now proccad with the important work before us, for a starving people cannot brook delay. r. RK. W. Claxton then offered a preamble and lutions, wi were unanimously adopted, that the ire in the Soxcennees inting Office appropriate a day's pay “ benefit of our distressed countrymen of the city of Chicago. as an evidence of our sympathy in their attiction and a desire to help to ameliorate suffering humanity. Mr. Clapp then stated that,as he might not be counted as anemploye, he would there announce that $100 (his share) should accompany the gov- cTRment office contribution.
