~ WASHINGTON CITY |ONDAY ~Petober 9, 1871. ‘The Chicago calamity is doubtless the most bie in the history of the country; “the t tire im New York™ in 135, which involved 4 loss of $20,000,000, being insignifieant in com- parison with the destruction occasioned by the appalling conflagration now in progress in the mer eity. The prevalence of a severe drouth n the Northwest, and the facts that there were hty-five miles of wharf front in Chicago for toring of lumber and other combustible at many of the streets of the city re paved with wood, and many of the houses sre frame structures, and that the connections with the water-works were destroyed, were cir metwmees unfavorable to the quenching of the flues by the usual agencies. As we write this the fire ts still raging. ‘one-half of the city, embracing ten thousand ouses, has been reduced to ashes, and at least 000 persons rendered houscless and homeless. We know the American character too well to believe for a moment that these unfortunate people will not be succored in their dire distress. A» a people we are seldom found to hesitate in rcsponding to appeals for aid under similar cir- cumstances, and we therefore confidently be- heve that our citizens of all classes will come forward promptly and do all in their power to relieve the Chicago sufferers. The President of the ( nited States ba- already taken measures to give them temporary relief by furnishing from the public stores supplies of elothing and food, an act which will be warmly approved by every one. 208-5 Five dollars and fifty cents on every hundred dotiars is the tax rateof Philadelphia — Wash- imoton Star. ‘The radical city of EDtaddthls expertoegee the blessings of Sasteat rate. State tax of Virginia, which is denounced by the radicals, is fifty cents on evel hundred dollars—one- eleventh of the rate. Shall we call for the latter rate ?—Richmond Dispatch. Why not, if it will make you twelve times as prosperous—wake you up, improve your thor- cughfares, multiply your railroad and steamship | States lines, give all your mechanics and laborers work at good wages, Increase your population and their means of Mving comfortably, stimalate trade. educate your children, and send you bowling along on the path of progress? If you preter stegnation and would rather stand still, while other communities with not half your | natural advantages, are outstripping you in the race for population and wealth stick to your | fifty cents and boast of it. If your sister city | Baltimore had done so, where to-day would have | been her railroads and steamship lines, her busy | popolation and her lines of ware-houses? | We mention Baltimore in this connection in | rence to other cities where the same re- t= have followed similar causes, because it is the natural rival of Richmond and Norfolk, and has shot ahead of them so far. only because the rit of “enterprise has prevailed, and demon- ated the absurdity of the idea that a low rate of taxation is a great blessing anda high rate, ruin. No American city has ever yet incurred | « debt for judicious improvements andenlarging it: communications, thus necessitating an in- crease of taxation, without a more than corres- ponding increase of prosperity. The story of | the Iristoman who grumbled because’ he had to | psy a dollar @ bushel for potatoes in this coun- | ¥, while be could buy them in Old Ireland for shilling, and being asked why he did not stay | there then, replied, “ Be gorra, I didn’t have ne shilling,” fitly illustrates the clap-trap.about high taxes. Richmond may be an exception, tut there are commenities in Virgmia where it ~ much harder work for taxpayers to raise their ‘ fty cents per hundred dollars than it is for Philadelphians to pay their $5.50 per hundred. | iu Kichmond even, skilled mechanics are (or were a few weeks since) working on an iron | mship for a pittance of $1.75 per day, while | rs in the same ship-yard were work'ng for cents to one dollar per day, races only | t half the average ste: aid in Washington. | + Ses { The present constitution of Pennsylvania was | i more than thirty years ago, and since yo less than seventeen amendments have | dat sundry times by joint resolutions | r proved by popular ‘The people are to vote to-morrow on the | on of calling a convention for its revision. | The reforms to be accomplished through a new | constitution are an increase of the number of | ors and representatives in the ly; biennial sessions of the legislatu © election by the people of sundry state offi- | r> now otherwise chosen; minority representa- modifications of the pardoning power; a change im the tenure and mode of choosing the judiciary; change in the dateof the annual | elections to the time of the presidential dn, to prevent what is called colonization trom surrounding states, and to dispense with election every fourth year; and further re- | strictions upon the powers of corporations. } a eee | The large quantity of paper used by Tax STa® makes it difficult when any accident inter- teres with our regular source of supply to pro- | cure enough in the marketsto meet the demand. | ‘The low water having forced the mills we relied | on to suspend operations, we have been com- yelled for some weeks past to buy paper where we could im small qaantities for temporary use. In consequence of the great demand for our »le sheet on Saturday, our supply ran out and @ number of our subscribers, we regret to say, were thus deprived of their papers. With usual eare to supply regular subscribers enough paper was reserved to serve all the tes, but by an unavoidable aceident a num- ber of sheets were spoiled in printing, and at the lust minute it was discovered that not enough | paper was left to make up the deficiency. We | have taken such measures as will, we hope, pre- vent auy failure to supply all our patrons In the tuture. = ~ aS Sir William Armstrong has made a proposition to the men on strike in Newcastle, England, to resume work for the present at the rate of fifty- seven hours per week, if the masters will agree to reduce the hours to fifty-four per week at the begivning of next year. This seems to be tair, and will eventually give the workmen all they have been contending for. The masters have held out against fixing the standard of time for laber at fifty-four hours per week while un- fished contracts were on hand. The proposed arrangement willenable them to finish their con- tracts this year, and start the new year with the new nine bour rule. — A report wa was made to the Episcopal Conven- tion = Baltimore on Saturday by @ committee W’ Of the House of Bishops upon the ritual of the Church, which takes a strong position In opposi- tien to the observances special characteristics of the High Churchmen.
