Our New York dispatches announce the de- tectio n of @ gigantic conspiracy in Wall street leading brokers, with the object of lock- ing up a large amount of gold, to the endof profiting by the financial panic created thereby. This attempt to create “a corner” by the speculators has been dreaded, because of the limited quantity of gold on the market, and the small amount to be sold by the government this month. It has been deemed singular that the gold premium has steadily advanced since the corsummation of the 5 per cent. loan nego- tiation; an event which, as demonstrating the rovement of the public credit, should have towered the premium on gold. The rise, how- ever, is explained by the fact that while the New York banks hold only $12,000,000 of specie, and the wants for customs duties are at the rate of 0,00) per month, the Secretary ef the Treasury has fixed his sales of coin for September at the unexpectedly low figure of = )omv; which indteates a heary reduction jaring the month in the already light supply in the market. The speculators have apparently seized upon the opportunity to control the market in the belief that they will be able to put the prices to any extent their greed may dictate. The Situation in Rumor has it that the conferences between Bismarck and Beust are to be followed by a counter assembling of Russian and French diplomats at Lausanne. If this be so, there is reason to fear a fresh war. The peace of Evrope is in the keeping of four men—Bis- marck, Beust, Gortschakoff and Thiers—and if all or any of them prefer war, war it will be, no matver how much the pcople are opposed to fighting. If Russia feels herself strong enough, with her ally, France, to prevent the plans of Ausiria and Germany from being carried out, and to advance her own long-cherished schemes of eastern conquest, there is but little doubt that she will provoke a contest. In view of the possibility of another waron the Continent, at no distant day, a series of tables, just published in Vienna, showing the strength of the various armies of Europe, is of interest. It appears from these tables that the total of the forces available for war purposes in Great Britain and on the continent of Europe, | amounts to 5,164,300 men, 512,394 horses, 10,224 guns, and about 80 mitrailleuses. Of these Russia has 362,000 men, 181,000 horses and 2,084 Germany, £24,990 men, 95,724 horses and guns; Austria, 733,926 men, 58,125 horses and 1,600 guns; Great Britain, 470,779 men and306 gurs; Frence, 4 ‘aly, 415,200 men, 12,686 horses and 720 and Turkey, 255,289 men, 34,835 horses guns. The remainder are distributed among the minor powers, Switzerland leading off with 160,000 men; then comes Belgim, 145,000; Ss ; Greece, 125,000; Holland, 122,383; 000; Roumania, 106,000; Portugal, 4,39; Sweden and Norway, 61,604, and Den. | mark, 31,916. + eee: About Face!
