The rise, how- ever, is explained by the fact that while the New York banks hold only $12,000,000 of specie, and the wants for customs duties are at the rate of 0,00) per month, the Secretary ef the Treasury has fixed his sales of coin for September at the unexpectedly low figure of = )omv; which indteates a heary reduction jaring the month in the already light supply in the market. The speculators have apparently seized upon the opportunity to control the market in the belief that they will be able to put the prices to any extent their greed may dictate.
