EVENING. STAR. Target Grcaaien is te Dias Beading Matter on Every Page. WASHINGTON CITY: THURSDAY.......September 14, 1871. ‘The apparent Iull in the contest between the two great railroad powers of this quarter hag, it seems, been only surface quietude. The new moves just developed on either side in the game are as follows: The Pennsylvania Company have leased the North Carolina roads, giving them the conirol of two great southern routes— that along the Atlantic coast from Richmond to ‘Wilmingt m, and this of the Richmond, Dan- ville and North Carolina roads. On the other side, Mr. Garrett, in view of the necessity that he should have an independent jine to New York, now that his Pennsylvania atvermey has got control of the New Jersey Philadelphia and Baltimore road, and Baltimore and Potomac road, hasbeen push- ing surveys for a route through Baltimore county to the Su zetle Says through de dificn: grades le: quehanna river. The Baltimore Ga- that the survey made beyond Belair, Long Green Valley, shows that it will It to construct @ road on this line with <s than sixty feet, except at a very heavy expcrse, and that a second survey is to be made low er Gown, striking nearer the Gunpow- der Copper Works, in the hope that a better and less expensive route can be found. It is to be hoped that Mr. Garrett will find no dificultie: 8 sufficient to deter him from building the independent line to New York. We want just the who'esome rivalry that would be af- forded by the two competing roads to supply the needed accommodation for the public. ‘The Pa: triot seems to have abandoned all re- gard to decency as well as truth in its attacks on Governor Cooke and the Board of Public Works; as, for instanee, in charging to-day upon Governer C. that he is using the money ob- tained by the recent loan for improve- ments, a8 capital for shaving certificates, instead of paying off in cash, as the Board have declared it to be their purpose to do. In answer to this disreputable slander, it may be said that of Public every bill contracted bythe Board of Works has been promptly paid on pre- sentation, not in certificates but in cash, greatly to the disgust of certain contract-shavers known to the Patriot, who have in the past been in the habit of making a good thing of it by certificate brokerage. The Board of Public Works propose to pay as they go; hence the tears of the Patriot's clique of certifi- cate-shav: ers. ——— Germany still hankers after Heligoland, not- withstanding the many denials, by authority, of Previous Gazette tion” of t in 1815 be and was order” reports to that effect.
