WASHINGTON CITY: THURSDAY. Augast 21. 1971. The Commune in Washingion. Report has had it. lately that a branch society of the Paris Commune or “International” had been organized in Wa-bingion, and within the last forieight this branch socie.y has issued for secret circulation an address bear'ng the fol- lowing itle: “Defence of the Paris Commune. Address of the Genera! Council of ‘The International’ to the Workingmen of Europe and America. Published by the Washington S-stion of “The International.’ Washingion, D. C., 1371." In the preface to this address it is stated that “the ‘iclenc's of order’—of social injustice, or- ganized inio institutions—always have control of Tie machinery by which the average of public Cpivion 's formed,” and that “the Washington S.ctien of the International Working-men’s As- <ciation—symbel of the mont comprehensive political, socia! and economic movement modern society hos given birth to—desirousof correcting the fal choods of capitalistic organs and agents, have cetormined to publish a series of docu- ents relating to the purposcs, aims and actions of the Commune and of the great Internatioual movcment of productive labor now so violently denownced by those who have substituted Prop- erty for God, and Competition for Humanity and Dui. Then follows the Address, which setr forth the docirines of the Com- mune, and says, among other things that “it (the Commune) is intonded to abolish that class-property which makes the labor of the many the wealthof the few.” Itcomplains also that the Empire “insulted their Voltairianism (infidelity) by handing over the education of their chil¢ren to the freres Ignorantins,” and Cefends their shocking murder of the Archbishop of Paris and sixiy-tour others on the ground that it wes an act of retaliation. In conclusion, it says hat all the prayers ofthe priests will not ava‘l to redeem their exterminators from the pi"o1y to which history has nailed them. The moving spirit in the organization of the “Washington Section” of the commune seems to beone Allen Coffin, and we findhim asthe Ppineipal speaker at a meeting held at Boulden’s church last night,ostensibly for the benefit of the laboring men. At this meeting Coffin wanted the adop.on of recoiutions that would “ draw blood” Another participant at the meeting was the notorious Marcellus West. who, at the City Hall labor meeting in June, bellowed for « the bleod of the contractors and aristocrats,” and thus established his eligibility, for communist brotherhood. Another participant was Dr. J.G. Stephenson, | recently discharged by the Board of Public | Works. In fact it was soon developed that it | was & mecting instigated by communist dema. | gogucs and discharged employcs, with the idea | of roping in the workingmen by the ery of ¢2 | @ day and eight hours labor. The small at. | tendance, however, showed that the laborers | of Washington are not quite ripe yet | for the rines of the Commune. And they do, not favor this denunciation of the | Ecard of Public Works and clamor for | $2 a day, because they appreciate that | by raising the price to that figure, not only would the amount of work be neces- | sarily reduced, but the price would bring | laborers here irom the neighboring States in such, nembers that the compe-ition would in the | end reduce labor to $1 per day. The laboring | men of Washingt m are pretty wide awake to their own interests, andare not disposed tobe the dupes of the demagogues. State Conventions. Three State conventions met yesterd lay. The Wiscorsin republican convention assembled in | Madiron and nominated Gen. Washburn for | Governor on the first ballet. The vote stood:— Washburn, 157; Smith, 108. R-solutiors were adopted enlogizing the admin‘stration of Gen, Grant; favoring a steady and gradual reduction of the publie debt; declaring the tariff neces- sary, and urging new safeguards for the purity of elections, and thorough reform in the civil service. The Mississippi republican conven- fon met at Jackson ycsterday, and organized | with Dr. Dowd as president. The day was spent in speec! i cratic convention o Hon. Thomas S. Boeock as president, who made & speceh counselling unity of action and the burial of dead issues. A resolution inviting | Govervor Walker to a privileged seat was op- pesed on the groand that it was designed to give the appearance of official influence to the de- Kberations of the convention. After spirited cross-firing, the resolution was laid on the table. Ex-Confederate General Jubal Early declined | to serve on the business committee for the rea- | son that he was not in sympathy with the pro- gressive spirit of the majority. The Massachusetts labor reform convention will meet in Lowell to-morrow, and interest at- taches to it on account of the position of Gen. Butler. It is thought it will favor his nomina- tion for Governor. The republicans of New Jersey hold their convention in Trentyn on the 7th of September; the Mas«achusetts democrats theirs in Springfield on the 1ith; the Illinois re- cans in Springfield, in that State, on the 20th; the Minnesota republicans in St. Paul on | the 20th, and the Massachusetts republicans in Worcester on the %th. Th is completes the batch of conventions for September. October will open a colored national convention, to be held in Columbia, S$. C., on the 18th, and on the same day the national labor reformers meet in Columbus, Ohio. There is a very fair prospect Of a lively fail political campaign. It seems ps that New ; Hampehine is not, as has been currently stated, the first or only Stato in [ which laws providing for compulsory education have been passed. Next month, September, an act to that effect passed at the last session of the Legislature goes int» effect in Michigan. ‘Texas similar legisiation is soon to be put in force. In California the republican party is pledged to the same course in case of success at the election on the Sth of September next. The great objection t» the law in Texas isthat many Of the ladies in that State marry young, and as the act compels all between the ages of six and eighteen to attend school a large number of youthful married women are anxiously inquir- ing what is to become df the babies while the mothers are being educated.
