Reading Matter on Every Page. WASHINGTON CITY: WEDNESDAT..........Amgast 16, 1871. The Star by Mail. Persons leaving the city for the summer or ny portion of it may have Taz Srar sent to their address for such time as they desire, at the rate of fifty cents per month. Orders, accom- panied by the money, should be sent to the busi- Ress office of the paper. ——__-+e2--____ Conrenence or THe Katsers—a brief cable telegram announces that Prince Bismarck has gone to Gastein to attend the meting of the Emperors of Austria and Germany at that Place. This is » significant fact, particularly as Francis Joseph will be accompanied by Count Beust. Had the two Emperors met with only their personal attendants about them, it might be concluded that their conference was mercly for the exchange of courtesies; but taking their Prime Ministers with them looks as if they meant business. Bismarck and Beast have been opponents for years. Both are masters of in- trigue, but im their plottings Bismarck has always heretofore had the advantage. Both cherished the idea of reconstituting Germany; but while one wished to make Prussia suberdi- ite ee them according to the planus agreed upon them. ‘fits. deems fo beacon jodie en oe ha aver Gs deena om the part of the company. “Of course, it ‘would not do to let each dealer put up a stall material and form to-eult hisoun tans @ One might have a rough pine bench, and his neigh- bor am ornamental affair of metalor marble. By letting eaoh class chooss the kind of they wish, the majority are sure to be <teuunan a tetera g E ————--<ee Admiral Rogers having merely defeated and scattered the Coreans, snd returned with- out negotiating 9 treaty with them, it is argued in some quarters that he was Practicably de- feated. This isnot so. The moral effect of his victory must still remain, and will have its in- fluence. Even if this were not so, wo do not see how he could have done otherwise than he did. He certainly was not prepared for a prolonged war with a nation of barbarians. The Corcans, however, are not done with their troubles. Two Englishmen anda German have been seized by the authorities and sent into the Interior. This outrage is to be avenged, an English squadron having been sent to demand redress, backed by ® force sufficient to push any advantage they may gain over these pirates of the China seas, ——_—__-+e--____ ‘The druggists war in New York continnes, and 8 few of the pharmacentists stubbornly refuse to go through the examination prescribed by law. The community and the newspapers were forced by repeated drug murders to demaad legislation to prevent the recurrence of fatal mistakes, and now that they have the law, all should stand by it. The Board of Examiners average about twenty-two druggists passed per day, and this will soom reduce the obstinate ones to a small minority. These might be bronght to terms if the regularly licensed druggists under the law were required to display signs stating the fact, a¢ no one would patronize shops where they claim the privilege of employtmg ignorant clerks. We have not seen the suggestion in any of the New York papers, but believe it woald have the required effect if put tm practise. A few years ago Ireland had = population of ten millions. According to the last census there are now only half that number of peopie im the ‘Green Isle. The same falling off in population is found in several of the agricultaral counties of England and Wales. People pour into the large towns as workers or paupers, and the best emigrate. The great towns are growing very fast—London and Glasgow probably the fastest of any. Manufactures increase, agriculture diminishes. About one-third of the food con- sumed in England is imported from abroad, cattle aswell ss corn. The English papers in stating these facts are seriously discussing the questions: How long is this to go on, and what is to come of it? ——_—____++e--_______ ‘The New York steamboat men are straggling with a knotty problem. Gen. Belknap said, before the close of the government Seventeen Of the Westfield disaster, that it was the duty of every boiler inspector to go inside the boiler under examination an: test the inner plates and braces, Mr. Matthews, one of the inspectors is ‘8 Faistaf?, and the end of a boiler would have to be knocked off to enable him to get into it, and be could'nt do it then unless it was a large boller and well greased om the inside, Now the ques- tion is whether larger boilers are to be made, or Matthews is to be dieted and rubbed down until he can get into the present ones, A Paris correspondent writes: «The grand opera of Paris was reopened July 12. The house was well filled, but the toilets of the ladies were modest.” Why, but? Does the writer mean to insinuate that the Paris rale is: the larger the audience the less modest the toilets? If 80, it is awful to contempiste what the result might be in case Of a house “‘illed to overflowing,” as the reporters say. —__—__-+<22-____ A new theory of the defense in the Ohio poisoning case is that the arsenic was adminis- tered to old Butfenbarger by some of his reias tives, who are now how Prosecuting his widow. ‘The only elections of importance to be held tn September will be in California and Maine. ‘The former will be vigorously contested.
