But such testimony is not needed, here, where the temper of the public is well understood, although it may be useful in showing to the country at large that the people of the city are aroused and thoroughly in earnest in their determination that the capital shall be made worthy of the nation. Upon this general point there can hardly be said to be twoopinions. The only open question is as to the manner and form of accomplishing the end in view; and in this aspect of the case such assemblages as that of last ‘evening must be of great good in bringing about @ thorough understanding between conili interest, and {n harmonizing points of difference ina general subject upon which nearly every body is agreed. . ‘There cannot be too wide or too frequent in- terchange of opinion on a subject of so mach importance as improvements and taxation, and we think it apparent therefore that 3 mistake was made by the managers of this particalar movement in rong the meeting anonymously, and alco in partially officering it with gentlemen not present. The first step was a sign of weak- ness, which doesnot exist in this case; the second is a sort of impertinent fraud, which, though winked at on account of its common use, must in the end do harm rather than good to any cause in behalf of which it is practised. Exit Pleasonton. As is fully set forth elsewhere in this paper, the President to-day relieved General Alfred Pleasonton from duty as Commissioner of Inter- nal Revenue. This action was taken, it will be pereeived, under the provisions of the tenure of office Isw,—an unpleasant step, doubtless, for the President to take, but one rendered neces- sary by the determination of the late incumbent of the position to hold it after his inefficiency as an officer was demonstrated, and when his occu- pancy of the place could only result in a hinder- ance to the publie business. This termination of a protracted and some- what bitter contest can hardly surprise any one who has kept himself advised of current events, and it is not likely to be regretted by those who have had opportunity to understand the manner in which the affairs of the internal revenue office have latterly been conducted. —Im regard to Mr. Douglass, who has been appointed to fill the vacancy thus created, it is only necessary to say that the public have the fullest confidence not only in his personal expe- Fience in and knowledge of the duties of the office, but also im his integrity and fixed deter- mination to discharge them with credit to him- self and to the satisfaction of the country. Agitation seems to be the life of the physical as well as of the moral world. The concussion of the air, it is asserted, will drive off insects that Prey upon fruit trees, and will also improve the atmosphere so as to clear away the malarions vapors that produce fevers. At a recent meet- ing of prominent citizensof Jacksonville, Fla., @ gentleman living in the vicinity stated that the blowing of the whistle of the locomotive run- ning on a new railroad passing through his orchard had driven off the “curculio.” The ex- plosion ef powder had a similar effect in another place. It is argued, also, that concussion of the air will destroy all Joules and render sickly localities perfeetly healthy. As a proof of the latter theory, it is stated during the rebellion, in consequence of the repeated discharges of gunpowder, neither yellow fever nor any other epidemic disease prevailed in the cities of the south. It is also a fact that during yellow fever epidemic few thunder sterms occur. Child flogging school teachers do not get off 20 Well in England as in this country. Catharine Hatch, governess of an infant school, was charged at one of the London police courts, on the isth ult., with having unmercifully flogged a boy of four yearsof age. The child was pro- duced in court, when his back was found to be one mass of bruises, and presented the most shocking appearance. The defendant stated that the child was nanghty. and had bit her hand. Although three women stated that her humanity and gentleness were quite prover- Dial, the magistrate said it was of the utmost importance that the children of the poor who Went to infant schools should be protected from exiceme vie The child, he said, had re- ceived inhuman punishment from acracl woman who had lost her temper, and who had used a heavy leather strap, a most improper weapon for a child. Hesentenced the prisoner to 14 days’ imprisonment, with hard labor. -see- The proverbial uncertainty of the law is well illustcated in the experience of Richard Peer. Richard was divorced in Iowa a year ago by the laws of that state. But on going to New Jersey, be was tried in Newark for deserting his wi and although he presented in his defense his certificate of a divoree, which was good and valid in Towa, he was adjudged to be a marcied man, | and found guilty. Richard was assured by his | learned lawyer that there was something in the | constitution about the records of the courts in one being received in the other states, and that he needn't w but, New Jersey being a foreign land, the jury couldn’tsee it. So Richard longuishes as aforesaid, with his indignation bout equally divided between Iowa divorce courts and New Jersey juries. ee ‘The rumors of Mr. Fish’s withdrawal from the Department of State having been put in cir- colation again, Mr. George William Curtis is named as the New Yorker who would be most ely to reunite the republicans of that state as & member of the cabinet. Aside from these con- siderations of availability, the appointment is one eminently fittobe made. Mr. Curtis is “a gentleman andascholar” in the fullest and best sense of that much misused phrase, and he would grace avy office he might consent to till. Soe The election of state officers and members of the icgislature in Kentucky yesterday has re~ sulted in large republican gains throughout the ‘state. The democratic majority in the state is variously estimated at from 20,000 to 30,000, which is a falling offtrom the Grant and Seymour election of 26,000 to 36,000, and 40,000 to 50,000 from the last gubernatorial election. 2 ‘There is an overstock of ice in Maine, over two hundred thousand tons being stored on the Kennebee.
