Without presuming to criticise the judicia; Gecision reached with such suggestive prompt_ ness yesterday in the famous injunction case, lessly assailed the Board of Pubtic Works and secured that mischievous resalt will be deplored dy the popular voice, not of Washington ciiy alone, but of the country at large. ‘That the movement had tts origin in political feeling no sane person can doubt, and no honest person can deny. Whether this state of things could or could not have been avoided by a more Liberal course at the outset on the part of those having the direction of affairs, it is needless now to discuss. The result is the same. The fight has been made, and the eagles of victory hover for awhile over the standards of those who resist Progress, just as though their movement had its foundation in the purest of motives, and had been pushed forward solely in the interest of the public good. Of course the case cannot rest here. What course the Board will pursue now, we are not advised. But the work of improvement must go on, by some authority, and under some regula- tion which will accomplish the end in view and at the same time keep within the letter and in- tentofthe law. The spirit which opposes this is the baleful genius of laborers without work,—of grass-grown streets,—of vacant houses,—of de- clining population,—of stagnation, decay, death. If there is any prosperity in store for Washing- ton,—if there is any future at all for her,—if she is to remain the capital of the country,—that destiny lies through a wisely chosen and vigor- ously prosecuted system of improvements, which looks not only te a better sanitary condition, an increased supply of water, a comprehensive plan of sewerage, and properly paved and lighted streets, but glso to a well devised system of adorn_ ment, so that the city shall be made not habitable but attractive, and become what nature and the fathers of the republic alike in- tended it to be—the worthy capital of » great People i As was well said by Mr. Cook, yesterday, in response to a misconception on the part of the judge as to the spirit in which the Board will undertake to carry out their mach needed work, “improvements must go on; dy the tax-payers, ‘through the tax-payers, or over the tax-payers, if necessary.” This is the true ground. Those who favor it are the friends of W: ; those who oppose It are the enemies, not of Washing- ton alone, but of the country at large and the spirit of the age, and they must be swept away. —————~e2-___ ‘The Work to Go On. * As there is considerable interest manifested to know what course the Board of Public Works intend to pursue in consequence of the injuno- tion granted yesterday, we may say that we understand it to be their hope to obtain the pas- Sage of an act by the territorial legislature, at an early day, authorizing them to anticipate the collection of the revenues in the sum of $500,000, ‘With which necessary works canbe pushed for- ward pending litigation. It is also understood to be their purpose to appeal the present case to the court of last resort, in order that their powers and obligations in the premises may be properly determined, and, further, to take Measures to submit the questions involvedin the Present loan bill to a popular vote of the people Of the District. ‘These steps are all proper and commendable in themselves, and we have no donbt that the course of the Board will in the end be approved, not only by the highest judicial authorities, but by the popular judgment. Washington is to be improved. That much is settled. cr and means will be provided in due — ——--ee-___. Governor Cooke deserves the thanks of the (ntire commanity tor his order, published in Jesterday’s Srax, in which he directs that steps be taken at once to clean the streets of the city and use disinfectants ltberally wherever they are necessary. It is a beneficial sanitary measure, Whether we have reason to fear the approach of Asiatic cholera or not. The London Times, in view of the fact that the cholera has crowedover into Germany from Rassia, and may probably visit that country, has ap article urging tho health authorities to prepare against it. The Peculiar features of the disease are so well known. that it can be checkeu by a vigilant inspection of the drainage system and the water supply, by Which, it is believed, the germs are distributed. ‘The scourge may reach America within a few months, and it would be well for the city au- thoritics throughout our country to imitate Gov. Cooke's example, by taking all necessary pre- eautions in the way of cleansing and purifying the strects, so that in case the disease dees visit us we will have done ail in our power to Jessen its horrors. Science has done mach to master the scourge, and cleanliness can do much more. Private citizens ean also do a great deal to lessen the fatal consequences of the epidemic ‘Wherever garbage and filth are allowed to accu- Tulate, there will the disease be most fatal. ——+20e- As a rule we are in favor not only of a reduc- tion in the number of public officers, but also of paying the very lowest salaries compatible with the character and extent of duties to be per- formed. But, in the public as in private service, there is neither Justice nor true economy in los. iug sight of this very proper guide in fixing a rate of compensation. The pay should always bear a corresponding relation to the labors and responsibilities of the place.
