The New York papers are still disenssing the ‘vexed question of who was to blame for the explosion on the Westfield; but are so far unable to agree. The experts are in a muddle, and advance all sorts of theories, new andold. The inquiry into the cause of the explosion has, how- ever, brought to light so far these significant 1 facts :—The holler was unsound, though it had | Bw: t's,,American Pixrresn. sis: only recently Leen inspected and pronounced perfectly safe; the safety-valve was out of order; the pressure of steam was in excessof the amount allowed by law; the engineer was not at his post. ‘The fragment of the boiler thrown upon the wharf has been examined by several experts, who all agree that the rupture followed the line Of anoldcrack. ‘This flaw,” writes an engi- heer, “is not less than four feet six inches In and length by actual measurement,” and adds that Blsietipp ce eee it must have existed for a long time, certainly before the official inspection on the 12th of June, ‘The latest number of the Manufacturer and Builder, just issued, has a carefully prepared illustrated article on “ steam boiler explosions,” evidently written and printed before the calam- ity of Sunday last; but it probably hits the exact trath in regard to the causes of that disaster in the opening sentences, which sct forth that the immediate and role cause of all boiler explo- Sions is: that the pressure of the steam has be- come greater than the cohesive power of the ‘weakest part of the boiler, and that all theories 45. hite se ascribing it to electricity, to decomposition of | 3tct# ‘mixed western daily att, the water into its component gases, forming thus an explosive mixture, to water im the spheroidal condition, ete., are mere ingenious inventions, formerly responsibility, or an avaricious proprietor from his culpable negligence of providing a bdeiler. Fortunately nowadays those interested in the matter are becoming more enlightened, and all are satisfied that with a good, sound steam-boiler, attended to by an intelligent and careful engineer, a boiler explosion is as mach an impossibility as the tumbling down of a well- constructed building made of sound material. A disappointed health-seeker writing from Minnesota to a northern paper says that the cli- mate of that State has undergone a completo change within the last twelve or fifteen years, and that it is no longer a desirable or even safe Tesort for invalids. He thinks that the clearing Up of the forests and the cultivation of 12,000,000 eres of the ground, with other causes, have rev- | olutionized its character, and he adds thatonly about seven per cent. of those who go there in the early stages of decided consumption get well, Another person, the secretary of the ¥. M. ©. A. at St. Paul, writes to the New York Wate! mon that his society, during the last year, has spent a large sum in nursing and burying chris- tian young men who came there in pursuit of health only to die. The association maintains a lot in the cemetery expressly for strangers who ambhy die under their care. Curiously enough, an intelligent and obserr- ing gentleman who went to Minnesota from this city to find relief from a pulmonary disorder, sends home the same story about a change in the climate of the State. His complaint, how- ever, is of the continued dampness,—a condition of things just the reverse of what existed a few years ago, and one not cousistent with the ex- planation offered by the first writer referred to, as the clearing away of timber and the cultiva- tion of the soil have the effect of making the at- mosphere dryer instead of damper than before, But, whatever the cause or the explanation, it seems certain that the climate has lost its efica- ¢y for invalids, and it is more than likely that the great dry plains of the interior of the conti- nent will eventually become our national sani- tariug: for pulmonary sufferers. —__ -~ee-—___ By a vote of 26to 11 the British House of Commons agreed with the Lords to confer upon his Royal Highness Prince Arthur Patrick of Great Britain—the young English gentleman who visited Washington tast year—a grant of £15,000, or about $75,000 a year, being three times the salary of President Grant. The anti- monarchichal excitement seems to be constantly inereasing in England, and some of the people in London were almost in a state of insurrection on account of this “ detation” as the French call it. The preparations of the government to sup- press the meeting st Trafalgar Square were formidable. There was much excitement and exasperation, and some fighting, even to the loss of fe. The allowances to the royal family in Great Britain now amount to nearly $2,500,000a year, which is why the New York Sun remarks that: “ Royalty paysalmost as well in Englandas plastering and chair-making do in the city of New York.” ————_-<se-__ The women of the English speaking peoples are not the only ones who seem disposed to strike for their rights. The working women in Chem- nitz, one of the great manufacturing towns in Saxony, it ts reported, recently held a mass meeting. and passed resolutions demanding the same wages as men receive, and protesting against the condition of society which forces women away from their homes and children to labor in the factories. One of the women delivered an interesting address, laying special emyhasis upon the misery existing among the young children from want of proper attention, and complaining of low wages, excessive fines, unjust punishment, and actual ill-usage In the factories. ——+2- —__ ‘The New Jersey rep: blican State central com- mittee have called the.t convention to nominate a candidate for governor on the 7th of Sep- tember. Among the most prominent names so far suggested for the nomination are those of Cornelius Walsh, of Newark, Gen. Judson Kil- patrick, Senator Bettle, and James Scovel, of Camden. It is also said that the name of ‘Thomas H. Dudley for nine years past the American consul at Liverpool, who bas recently resigned, will be strongly backed for the nomi- nation. Tux Comrse Exectioxs.—Kentucky will lead off next Monday. On the first Tuesday of September, Vermont and Californ ia will elect a Governor and Legislature. Maine will hold a general election on the second Monday of the same month. Next come the October elections im the great States of Pennsylvania, Ohio, Indiana and Iowa—all voting on the second ‘Tuesday of that month.
