NING STAR, | tie wuntnsn concnonaneerme mor (parame Seen Se CROSBY S. NOYES.......Editor. Largest Circulation in the District ee ae Reading Matter on Every Page, WASHINGTON CITY: FRIDAY............-.----.July 21, 1871. —_—S———E—————————————— ‘The Star by Mall. Persons leaving the city for the summer or ‘&ny portion of it may have Tae STAR sent to their address for such time as they desire, at the rate of fifty cents per month. Orders, accom- panied by the money, should be sent to the busi- Ness office of the paper. —— es EThe New York Herald exhumes a batch of letters left at the Tuileries by Emperor Napo- kon, the publication of which mast be nearly as Unpleasant to the writers as was the publication by McKenzie years ago of the curious budget of letters of a New York politician found by him in the Custom House. Here are letters by John Slidell, J. P. Benjamin, and other confederate agents, endeavoring to rope thé Emperor into the support of the southern cause. It appears that he nibbled but did’nt bite. There isa letter from James Watson Webb offering to sell news. paper support and a patent gun. The Emperor returned thanks but declined the purchase. Mr. Hiram Fuller, once the “Belle Brittan” of the New York Mirror, and latterly publisher of a weekly paper in London called The Cosmopolitan. wanted to sell the support of that powerfu organ of public opinion to “keep it from falling into the hands of the Orleanists,” but Napoleon ‘was as little inclined to buy Fuller's Cosmopoli- tan as Webb’s gun. The charming Woodhull & Clafiin sisters sent copies of their “Weekly,” hoping that he would “read and approve”; also sending their love to Eugenie and the Prince Imperial. M se Greenhow writes asking an “audience” with the Emperor for whom she expresses “great admiration.” All sorts ef American bores and dead-beats seem to have inflicted missives upon the unfor- tunate Emperor; the Count Johannes sent to ask for the ribbon of the Legion of Honor; John S. C. Abbott, the dauby historian of both Napo- leons—the Great and the Little—writes letters of course, and feels that his ‘ mission tsa national one.” Some functionary of the British Govern- ment writes a letter in which he ackrfowledges playing the spy upon Gen. Meade to get his views concerning what the United States would do if Napoleon didn’t evacuate Mexico. These views could not have been very pleasant reading for the Emperor, but may have helped him to come to the wise conclusion he did, to get out of Mexico. Altogether, this batch of letters is a curious one; and the lesson of their publication should not be lost upon indiscreet writers who put their faith (epistolary) in Princes. ————<ee-—___ ‘We hear that another effort is to be made to increase the expenses of the Fire Department, by creating new fire companies. We trust it will not succeed. The late Board of Fire Commissioners, in which were some of our most useful citizens, declared positively that there was not the slightest need for an increase of the force. Indeed, the great evil has been that the department is really largor than neees- sary, and the force has been kept In a condition of idleness anything but conducive to good habits or good morals. In other cities, where the firemen are paid smaller salaries, and allowed, and even required to follow some other occupation, when not needed for duty, this evil is not so great; but anybody familiar with the engine-house life of our Washington firemen knows that it is one to be reformed rather than to be nourished and expanded. The sche me for creating new companies is sim- ply for the benefit of ward politi to add to their force of “strikers.” What is wanted is to reduce, rather than increase the expenses of the Fire Department. With asingle exception the Washington Fire Department is, for its size, the most expensively run fire department in the country. With the expenses reduced, and a cémpetent evgineer placed at its head, it would be more efficient than at present. —_-~+es-_____ Tue Fastest Reconpen Ruxsino Trxe— When the colt Longfellow was recently sold to Jobn Harper for about five dollars an ounce, people generally tlought that the price was a rather high one; but when the animal the other day at Saratoga made his mile in 4:40, the opinion was just as general that Mr. John Harper was a very fortunate man. Poor Herzog’s time on the Buckeye Course two years ago—a mile in 1:43}4— was looked upon as a most wonderful achieve- ment. and when at Lexington last spring Buford’s colt Salina knocked off the half second and came round in just 1:43, the “ fastest running time on record” was believed to be established for many years to come. Now, however, Kingfisher makes his mile im 1:41, and loses the heat by a second to this new wonder of poetic name and practical achievements. —— __—-+2ee- —____ Justin McCarthy writes from London to the New York Mail that the Prince of Wales “is the least popular Prince among his own future sub- jects now known to Europe.” This is the judge- ment of a well informed English writer, and con- firms what has has been previously reported of the universal dislike to the proftigate young scion of royalty. And it is not calculated to help the cause of hereditary monarchy with the masses in England—already restless and aggres- sive in quest of new powers—that asensual im. decile of this kind mwst be theirruler by the “di. Vine right of Kings,” whether they wish it or not. ‘There is a small-pox panie in Brooklyn, N. ¥., there having been 1,37: cases during the year ending July Ist, and eight new cases every day for the last month. The physicians are stren- uously urging vaccination by every one until it “takes” as the only means of putting a stop to the alarming increase of the loathsome disease. If the Patriot will publish the name of the cor- respondent who writes from Washington to the New York Sun, abusing the District govern- ment, it will be seen what the motive is that prompts that abuse. If there ever was a purely * disinterested cuss,” he is that cuss. —————_<22-___ Shrewd business men keep up their trade in dull times by advertising. In such times pur- chasers appreciate the value of every dime they expend, and scan the papers to see where they can buy to best advantage. Minister Washburne denies, as it was to be sup- posed he would, the statement that he assured the French government, communists would not be allowed to resice in the United States. ——__<0e- ‘The G2"4 Army Jowrnal improves with each fesue, and » ‘eally one of the brightest and “s going. ee ON Why does the Baltimore ¥%*M# Dut tho word “Data” to columns of matter copie.
