Had he and the city authorities made a positive announcement in the outset that the law must be maintained, it is certain that there would have been no riot. ‘The militia not only came squarely up to the mark, but the police force, largely composed of Irish Catholics, seem with two or three excep- to have performed their duty most faith- and zealously. One result of the attempt to put down the Orangemen by mob law has been, as appeared in our dispatches of yesterday, to reviye the pro- scriptive Know Nothing organization. Thus one wrong begets another; and had mob law Teigned supreme in New York yesterday, there can be no doubt that the excited feeling created mtry would have caused some Protestant or Native American organization to spring into existence almost with the suddenness and of the threatening proportions of the old Know Nothing organization. But the mob spirit in New York havit this excited feeling will doubtless subside with. out the generation of counter-organizations of the kind named; a relief for which we ought to be duly thankful. In fact,we can get along very well in this country without Ribbonmeny Orangemen, or Know Nothings. ——-+ee- ‘The Crvit STANDING Anwy—From Statistics Prepared by the several departments for the information of the civil service commission lately m session here, it appears that the whole number Of persons employed in the civil service of the government is about fifty thousand. This of course includes not only the force engaged at Washington, but diplomatic officers abroad, post- masters, internal revenue officials, and custom house officers'and their employes, throughout the country, and all others engaged in any way in the civil service of the general government in the several states and territories. This number may at first strike the reader as unnecessarily large, but, when the extent, ge- ility, and magnitude of the functions to be performed are taken into account, it will be found to be considerable smaller proportionally than the civil force of any other government of which we have any reliable information. throughout the cc ing been suppressed, In view of the turmoil and excitement in New Ity of sifting fact | rom there by the | from rumor, the reports sent f Associated Press were remarkable for fullness «ral accuracy. y also was active in transmit- | T the wires, and thus ting the news the public, here, wr of anxiety inregard to thee York, were, through the ‘Tue STAR and its bulletins, kept fully informed of the progress of affairs there up to the close of crowds about Tae Star through the day, and the excited demand Paper, showed the intense nature of pub- ¢ feeling in regard to the question being solved in New York of the suprema: nts passing in New ifterent editions of the procession. y of lawover mob | An officiousal cotemporary cal rise and explain” its position on the al question with the mereury in th Does our O. THE ORANGE HEADQUARTERS. —— £ THE ATTACH ON THE PROCESSION. ‘The Terrible Scene on Eighth Avenue. From the New York evening papers of yoster- day we take the following details of the riots: THE ORANGEMEN. The Commercial says: “Our reporter visited the Lodge room of the Orangemen, corner 2th street and 8th avenue, about 2 o'clock, and was cordially received by he brethren. Mr. Gardner said he had been down to Mott street and saw Goy. Hoffman, who was then making out the orders for their protec- tion, and promised a full military escort. He wished them to march as close as ible, in a body, and not to straggle about. If they would do this and not violate the law they need fear no danger. Gev. Hoffman advised them to be peaceable, and leave the “protection” in his (Gey. Hoffman's) hands. nm. Shaler asked their probable —— =< was poster that in consequence of yesterday's proc! ion, a eat number had reselved to remain at home, fut there would be about 1,000 out to-day. He asked them not to carry banners, but this propo- sition could not be entertained by the members. Music and banners they would have at any price, or they would not join in the c Shaler, in conch said: “Well, you can car Ty what you please.” A resolution was then proposed by Mr. Burten, and seconded by Mr. Askin, as follows: ‘That the thanks of this Order be publicly given to Governor Hoffman and General Shaler, for their protection during the day.” This was received with great enth and cheers.” ‘Three cheers were then given for Governor Randolph and three cheers for the Stars and Stripes. After this the banner, ‘American Free- men, fall in!” was presented in the room by Mr. Thomas G. Leech, and a cordial invitation given to any Protestant who would like to join their ‘ion. The master then toe: brothers to keep the peace, and maintain their dignity, and on no account to retahate any biows or insults when on the march. If any brother leave his place in the ranks or behave disorderly he be expelled from the order. The speaker continued for some time, impressing on his hearers the necessity of be! and to rely on the brother was pointed out as Irish Catholics, foo gt evineed the greatest anxiety to attack. the Orangemen, regardless of consequences. The Hiberni allies became indi it with the men who had hitherto presided at their councils, and removed them, these self-appointed commanders —— disap] without handing over the arms: amunition for which the had contributed their har ed ; money. Some attributed this action to motives of pra- dence as it would be most fool-hardy to attack the processionists when protected by the entire military and civil power of the city. Others insinuated treachery or peculation. A regular panic ensued when the disappearance of the eaders became known. There were gathered tully five thousand determined men. Several of them formed and marched to the corner of Mul- berry and Hester streets, where there isa Fenian | armory, but the person in charge refused to hand the weapons over to unauthorized parties. Some were disposed to take the arms by force, but better reason prevailed and the disturbers marched back to Hibernia Hall, where a storm: indignation go | was held and ps ayn call were made for the President of the Irish Conven- tion and his eol!eagues, but they did not appear. Tho dissatisfaction was universal, and many went quietly to their homes, seeing’ that nothing could be done. The proc cion started amidst the hisses of the mob, who yelled like demons, but were kept within bounds by the clubs of the police. Inspector Walling d the advance, and Inspector Jame- if. Noseoner did the marshal of the Orangemen mount his horse, than the crowd in 2eth street, between 7th and Sth avenues, made an onslaught on the police, rushing towards th avenue, where they were met by the police, who drove them back with their clubs, only to stand a far more vigorous attack by the mob. The officers stood the bricks which Came flying right and left, with great bravery, and even forbear- ance. Sergeant McCullough, of the 22d regi- ment, was wounded with a brick in the knee, TER FORT : : stop for a moment, and e column moved oon mae avenue for two or three blocks, when a large number of men and women appeared on the housetops, at the windows, and other places where they could command Position. On the southeast corner of sth avenue and 24th street is a ar tencment, on the lower ficor of which one Dan Ryan keeps a liquor store. In front of this store a large wooden awningrnns, under which a news-stan lis placed. ‘This was the spot which, it seems, had been se~ lected by the mob as a favorite point of attack. From the top of the awning, behind the news- stand, and the open windows came the loud and insult'ng cries, when suddenly a woman in a gtay dress appeared on the roof, and, taking up & nameless vessel which had stood there, threw it upon the police, who made a rush for the as- sailan! A PISTOL SHOT was fired from the upper window, and striking one of the men of the Sith, who Were marching on the left flank of the procession, nearly abreast of the marshal on horseback, for whom the shot was evidently intended. No Sooner had the echo of the report died array, than the ery, “ Away from the windows!” “ Close your shut- ters!” was heard given by the militiamen, and five hundred muskets were pointed towards the place whence the shot had come. The word “ Fire!” was heard from among the ranks of the Sith, and a deadly volley went towards the east side of the street, where the windows were fall of people, and ‘the sidewalks were crammed with curious people who had no business on the spot. A CRY OF TERROR went up similtancously with the bullets, which went rattling through windows, shutters, doors, into the breasts of defenceless people, while the ruffians who had provoked the fiame probabl. escaped unseathed. No sooner had the sit emptied their pieces than the 7th took up the fire, and, for probably a minute and more, the ratile of musketry was terrible to hear. ‘But when the smoke had cleared away, the sidewalk laid strewn with DEAD AND WOUNDED. On the northeast corner of 2ith street laid the bodies of two menanda woman. A little further up the street those of two men, while in the avenue three more men laid in the cold embrace of death. On the southeast corner of this street two men laid on the ground, one a gentleman by looks and clothing. He was the prime of life, and a shot wound on the right side of the lower jaw had torn his tongue, entered. thi throat, and must inevitable prove fatal. Th gentleman was carried into a drug store in 2ith street, where he handed our reporter a card- case, in which several with the name Wm. J. Lattimer, were kept. Mr. Lattimer, for that Was the gentleman’s name, was taken to Mount Sinai Hospital.” ‘The F'est has the following: “CAPTURE OF RIOTERS. * ees pen Ba aren great excitement was created by Mi nearly prisoners been cay by the Sheeecte ves aided by a large police force, who attacked Hibernian }, m Prince street.
