EVENING STAR. CROSBY S. NOYES....... Editor. Bo ‘clock. for the purpose of attending the faacral of P.G.Micuart H. Curae, Largest Circulation in the District Reading Matter on Every Page. WASHINGTON CITY: Iuly 8, 187}. The Star by Mail. Persons leaving the city for the summer or &ny portion of it may have Tus Straz sent to their address for such time as they desire, at the Tate of fifty cents per month. Orders, accom- panied by the money, should be sent to the busi- ‘Bess office of the paper. * st]e- The Tammany organ, unsuccessful in its at- tempt to cripple the District government, and Gefeat the improvement loan-bill, now carries Mts partizanship to the extr: ordinary length of seeking to break down the financial credit of the District, and make it impossible to raise the Money to carry out the proposed improvements Let the people under: Cooke can reailily raise ey needed to carry on the District government at@ per cent. Af the tax-payers have to bear the burden of a higher rate of interest, it will be solely duc so the mischievous partizan efforts of the Tam. many Patriot crowd, who, on their “rale or ruin’ Policy, care little how match they damage busi- ness interests, and the interests of tax-payers so that they make a point politically. ‘They would prevent the expenditare of a single dollar for improyements, or the employment of a single mechanic or laborer, because they can- not secure the handling of the money or the selection of the men for the furtherance of their Own selfish political purposes. The mass of the People who see business and improvement of all kinds at a stand-stili through the hindrances made by these Tammany politicians, are thor- Oughly disgusted at being made to suffer in this way from the miserable pettifogging tactics of two or three political lawyers and a hungry ‘Tammany newspaper. A Philadelphia judge has at last come to the relief of outraged humanity ahd suffering busi- ness interests, and decided that a procession has no right to interrupt the ordinary travel on the streets. The case arose on anorder given by the Mayor of that city that no street cars should be allowed to cross a certain street while a proces- sion was passing, which order was disobeyed by One of the lines, and the question finally reached & judicial determination, with the rest above stated. The decision is based om common sense and in the interests of the public. Here in Washington, with our wide strects, the nuisance complained of can hardly be said to exist; but we have seen the travel and the business on Broad- Way interrupted for five hours in a single day on | ™ Account of the burial of a police dignitary and to give Jim Fisk's regiment a chanee to par. itself. There are exceptions to this, it is true, | but the rule is so gencral that if Mrs. Bowen Succeeds it may be said that she has won her battle in spite of public sentiment, as reflected by the press. ‘The Tammany organ asserts that the “plan of improvements” presented by the Board of Pub- lic Works, (and heretofore stated to be not obligatory, but suggestive) is engrafted upon the improvement appropriation bill as it passed the Council, and “is as binding as any other provision.” The fact is, asthe Patriot knows per- fectly well, that the Council bill provides that we plan referred to shall be conformed to only fo far “‘as may be practicable and consistent with the public interest.” Our neighbor carries partizanship along way, but nothing is gained even in politics, by such gross mistatemient of facts. ing | WEDNESDAY. the Ih ————<ee-—__ The horse disease which prevailed so exten- sively in New York a few weeks ago seems to have broken out again with increased virulence. So bad have its ravages been during the current ‘week that the losses of nearly all the street rail- way companies have béen enormous, while on mest of the lines regular trips have not been thought of, and on some of them the rauning of cars has been almost entirely stopped. News from Mlinois states that a fatal ailment is also prevailing among the horses of some por- tions of that State; but whether it is the sam> that is decimating the stables of New York we have at present no means of knowing. oe “By the authority and at the request of Sena- tor Cameron,” the Harisburg Telegraph, pub- lished at the home of Mr. Cameron, announces ‘that he is not, and will not be, a candidate for the Vice Presidency under any circumstances.” ‘He desires the renomination of President Grant for many weighty reasons, believing him to be the very man, of all men, to bring the country out of its financial and political complications. Senator Cameron says the agitation of the sub- ‘With the return to this city of the regular cor- respondent of the New York Evening Post, the government have assumed a different aud much more intelligent and honorable tone.
