It must be matter of congratalation to every person interested in the future welfare of Wash- ington that the Dill providing means for a general and systematic improvement of the city has passed the lower beard of the territorial legislature. And this result is the more gratify- ing from the fact that the measure was not car- ried by a strict pagty vote, notwit the effort on the part of thg minority to give it a partisan aspect. As the bill will doubtless be passed at once by the other branch of the legislature, it is safe to assume that the Board of Public Works have carried their point, and that they will enter on the great work mapped out without delay. ‘Their powers are very great, and their respon- sibilities are also great, and the public will watch with jealous eyes to see how the important trast thus comunitted to their hands is discharged- ‘They have it in their powet now to so improve and benefit the city as to make their names honorable for all time, or, by squandering in an unworthy and inefficient manner the funds Placed in their hands, tomake them a byword @nd a reproach—a stench in the nostrils af all Gecent people forever. For our part, as we have favored the bill from the first, believing it to be essential to the true welfare of Washington, we have no fears on this Score. The gentlemen composing she board have all material interests as well as valuable tions at stake on the issue of their official course; and as they are possessed of intélligence, skill, strength, enterprise, and means, coupled with a love for and a faith in the futare of Washington, 80 they are bound by every consideration govern- ing human ambition, to carry out their work with vigor, judgment, and economy, and with the public good always in view and uppermost in their thomghts. That they will do this we have full confideace, and that Washington is bout to enter on a new afd a better era than her history has ¢ver known, we haye no ground for doubts. It is argued im favor of the new sys tem that in proportion as the gauge of a road is narrowed increased sharpness im curves and at cepness of gradients become admissible, while the saving in the cost of construction and work- ingisvery great. Of course, there is practically A limit to the narrowness of the gauge, bat it is asserted that the two-foot-and-a-half or the three-foot gauge railways are precisely adapted to hilly regions and the new countries through which many of the projected western roads are to be built. Whether this is so will soon be de- Ienstrated. General Rosencrans is a strong advocate of the narrow gauge road, and perti- mently asks in reference to California, but the query applies elsewhere: “Why should our new roads be constructed with a carrying capacity fifty times greater than the work they will be called upon to do? Any man who could show that they should be so constructed, can prove that one onght to get a six-horse Concord coach to give a babyan airing.” Massachasetts politicians are still perplexed With the probibition problem, and have not yet Gecided whether to beer or not to beer. And now another beer eleetion is authorized for the Ist of July, when towns and cities will haye the right to vote on the same question, with the important difference that if they fail to vote the sale of malt liquors is prohibited.
