It was then generally attributed, as now, to dead fish; bat examination Of the Little Falls reservoir showed that the sur- face of the lake was covered with a green scum of cenferval, which had the taste and odor com- Plained of. The surface of the reservoir, by opening an outlet at the @varflow, or waste weir, between the receiving and distributing reservoir, (which last was then ungnished and not in use,) was lowered three or four feet; a breezo then ‘prevailing blew the scum of cenferval apon the wres, where, a5 the water fell, it collected, ed, and was dissipated. The evil was thas sted at the source, and at the same tims the ipes in the city were cleafied of the foul water vy fiushing. In New York the engineers of the Croton aque- dact subsequently, by inspection of the Croton Lake, ascertained that the sam green conferval ‘Was the cause of the offensive flavor of the water furnished to that city. ‘The first flood, either in the Potomac or the Croton, would work off this plant which collects in large quantities only on the surface of comi- paratively still water in hotweather. Bat it can be got rid of in any reservoir-with sloping banks by lowering tue water sarface during the preva- Jence of a fresh breeze. Regulating the Social Evil. In the Couneil yesterday Messrs. Eaton and Peck brought up the question of regulating the social evil, and diseussed it at some length, both arguing in favor of bringing it into disuse by some practical leg‘slation. ‘The great question, Mr. Eaton said, was how to de it. Whether the Freneh plan of licensing the evil and making it @ source of revenae was one which commended itself to the American mind a offering a means of control and direc- tion, without any adequate power to lessen or Prevent it, was matter for serious considera- tion, im his judgment. It had been tried, he believed, im the city of St. Loais, but with what results he was unable to state; but it | seemed to him that something better.and more | effectual could be Gevised by which this scourge could be abated, and even prevented. ‘This was a phase of the woman question with- Out any ridiculous feature, and where the ques tion of furnishing the sex with more varied and lucrative means of honest labor than they now Possess became one of vital importance. As it is now, the female sex have very few sources of Seli-sup port, and, particularly among the poorer class females are often in a measure driven to Prostitution for a means of supporting life. If we could bat open up to this class some Oppor- tunity of acquiring trades or oceupations, by which they courses of life, it would be a practical step to- wards the prevention of prostitution well worth the effort. Mr. Peck did not believe it was the right way to persecute the unfortunate victims of this evil, but thought, if some means could be devised to Teach those who stand behind the victims, and direct this infamons traffic_some mode of seizure and confiscation of the used for sach Purposes—the effect would be found to be mach more_marked and decided. There was nota municipal government in all our country that was not vitally interested in this question, and in the discovery of soms sure method of it im such a manner as to prevent it. There was, he would venture to say, more capital in- ‘vested im this disgraceful traffic in this District than in all the churches, asylums, and charitable institntions here. Whatever success Messrs. Peck and Eaton may ‘have in their efforts to deal with this evil they at least deserve credit for the courage to take the question up. We remember some years ago when a leading member of the Board of Aldermen (the late Mr. Utermehle) undertook to Procure some legislation upon the matter, there Was so much sensitiveness displayed, and so mach apprehension expressed lest the Councils should get om dangerous ground that Mr. Utermehle received mo support, and the effort fell through. Sinee then the world bas moved tome, and Various cities, St. Louis conspicuously, have un- dertaken to deal with the question. Perhaps the time is ripe now for action here. ——————~2--—___ The only opposition thus far made to the plan Of the Board of Public Works for improving the city and District is in the way of carping verbal ¢riticisms and trinmphant eluckings over occa- sional misprints. Some who were at first disposed « © think the figures of the appropriation called dor pretty big, have, on looking into the matter, come to the conclusion that if the District gov- €rnment can accomplish the grand objects set forth in their schedule for the sum stated it will bethe most economical work by far ever done here.
