A high old system—particularly for the tax-payers! Shall these patch-work “improvements” be perpata- ated snd extended, of shall there be a proper plan? ‘The sum named to carry out the proposed plan ‘Of improvements appears large, but is really leas than has been frittered away in purposeless ex- penditures within a short period in this city alone; for it must be remembered that this tax is for the improvement of the whole District and fails npon the whole District. No additional rate of taxation, however, is proposed, as we understand it; and while the burden of general taxation will not be increased, the individual burdens in the way of special taxes will %e re- duced to the minimum. Thus, under the ar- rangement by which the property-holders on each si Of the cost of improvement, the cost to the indi- vidual property-bolder having a front of 25 feet on a street of ordinary width will not be more than seventy-five dollars for paving ang sewer- ing. ‘The new system onght, however, to work alike | onsly to property-holders, mechanics, and all others in the community.
