Mr. Eaton, from the Judiciary Committee, reported back the bill providing for the ap- polntment of NOTARIES PUBLIC, with amendments. The amendments provide that ali notaries on open offices for the transaction of public business within sixty days after confirmation by the Council; otherwise to forfeit their commissions. Mr. Thompson moved to amend by adding after the words ‘‘the Governor shall appoint,” the word: and with the advice and consent of the Council.” Mr. Brown moved to amend the amend- ment by inserting “the House of Delegates” in place of the Counctl; lost, by a vote of 8 to 1, and Mr. Thompeon’s amendment was then adept Mr Cross moved to amend by authorizing the Governor to appoint a many justices of the peace as may be necessary. This amendment ‘was subsequently withdrawn. The amendment reported by the Judiciary Committee was reed to. "Sh. Thompson said there were now 2 nota- ries, and he moved wo limit the nuatber to be appointed to 40. Mr. Gulick said thatat least 10 of the 7 were on the retired list, and doing no buriness. Mr. Thompson's motion was adopted. Mr. Peck moved an amendment that they shall hold their offices for three years, unless sooner removed by the Goveraor. The motion was adopted, and the bill was then read the third time and passed as amended. After come debate the bill passed. Adjourned. HOUSE OF DELEGATES.—Mr. Brown in- troduced bill to improve 10th étrect west, north side of the canal to the gate of the S. sonian grounds; referred. Mr. Solomons submitted a resoiu- tion, which was referred to the Judiciary Com- mittee, requesting their views as ¢0 the mean- ing of the term ‘one hundred days,” as applied te the session of the Legislature, whether it meant one hundred days of actual session, or one bundred consecutive days. THE MILITIA. Mr. Dickson submitted a resolution anthoriz- ing the Speaker to appoint an additional com- mittee, to consist of three members, to be known as the Committee on Militia, to which shall be referred all matters relating to the organiza- thon, disciplining, and = of the citi- zen militia of the ct. Adopted. POWERS OF THE BOARD OF PUBLIC WORKS. Mr. Harkness submitted a protest against the change of grade of F street, from Ith to 23d streets N. W.,signed by W. B. Webb andothers. Keferred to the Committee on Public Works. Mr. Moore hoped that the protest would be read — the journal, and moved that it be printed. Here were the grades of the city being altered and great damage being done to prop- erty without authority of law. The motion to pis was adopted—yeas 2), pay, Mr. Campbell. Br. Harkness introduced resolution request- ing the Governor to re] 10 the House at bis earliest convenience, by what clause of the organic act and by what appropriation the Board of Public Works bi been authorized to alter the plan of the city of Washington, by directing, at great cost, radical changes to the long established grades of F street north, be- tween ith and 20th streets west, and of lth and 18th and other streets of that vicinity, to the great damage of the costly improvements erected upon the squares fronting on said atreets. Mr. Boswel! urged the adoption of the r tion. It appeared from the protest that the Board of Public Works had no right to attempt to do this work without authority of law, and the Governor ought to be able to answer the inquiry. No bill bad yet been paseed author- izing the work, and be would not give the Board of Public Works the power to opea streets, &c., without authority trom the Legis- jature. Mr. Murray offered as a substitute a resola- tion requesting the Governor to comiuunicate to this House by what authority and what nec +s- sity occasioned a change of grade on +aid street. Mr. Dickson moved «n amendment to the su stitute, ‘‘and what appropriation has been made for the payment of thesame.” Agreed to. ‘Mr. Burgess claimed that the entire control of the streets was placed in the bande of the Board of Public Works by the 2th section of the act of Congress, but that they were required to wait until an appropriation was made. Mr. Harkness eaid that it was not a legal question, but a question of fact. The organic act did not give te the board the entire conirol of the streets, but simply entrusted them with their repair. He charged that the Board of Public Works had assumed prerogatives that belonged to the Cnited States aione. The nights of the citizens were being outraged, and there should not be any delay. The fact wax patent that the work was being done, and the House should know the authority under which it was done. He demanded the toformation in the name of the people of the District of Columbi The people were becoming alarmed, and they should be informed upon the eubject. Mr. Moore said that a vote of reference would be to delay the inquiry while the mischief was being cone. Mr. McKnight’s motion wae lost, and the eubstitute as amended by Mr. Vicksou was adopted. FRONT POOT TAX POR STRERT IMPROVEMENTS, Mr H arknees also offered @ resolution direct- ing the Committee on Public Works to inquire into the expediency of the enactment of a yene- ral law reqgiring the consent of the owners of @ majority of the front foot for improvements, volving @ tax upon adjoining property, unless such work is ordered by @ two-thirds vote in each House. Mr. BMvore introduced @ concurrent resola- tion requesting the Board of Public Works to suspend work commenced on F street, between ith and 20th, until the same is authorized by the Legislature, aud an appropriation is made theretor. Mr. Davis said that it seemed that a contlict wae impending between the Legislature and the Board of Public Works. He was willing to adopt the resolution, if it did not place the House in a wrong ition. - Campbell said the work had been awarded to J. V. W.
