CROSBY S. NOYES...... Editor. Largest Circulation in the District Reading Matter on Every Page. WASHINGTON CITY: FRIDAY May 5, 1873. The Treaty. An effost be made, it is understood, to have the Senate sit with open doors for the itis- | cussion of the new treaty with England. This move may be made in opposition to the treaty. but we sre inclined to think that its friends may find It advantageous to have it considered open session. It is coneeded that the most Yuinerable port of attack upon the treaty will be in its admission (as alleged) of English Claims for losses in connection with our civil war. Already a good deal of ptejadice has been raised against the treaty by the assertion that the claims thus let in will amount to an immense sum of morey, bringing this country greatly in debt to England after the Alsbema claims are duly allowed fn our favor. ow, it is particularly trying to the Yankee mind to be the loser in a bargain of this kind; and as we started out in this case with a big grievance agatvst John Eull, it will do fo present a furm of treaty tor adoption tha: Places us on the debit side of the balance sheet on these very c'aims. No Goubt it can be shown quite conclusively that this is a false alarm, and that the Britich War claims against us are comparatively trif_ing in amount. ‘The only way, however, to demou- Strate this satisfactorily is to publish the treaty, and have an open debate on its provisions. Otherwise all sorts of exaggerated and preju- dicial reports will get out concerning its provi- sions and bearings, poisoning the public mind pritty effectually against what may really be a falr and advantageous settlement of our dittie colties with Great Eritain. — +2ee- A SUGGMSTION POR THE CartTaL Movags, The Philadelphia Inquirer thinks the decision {the Capftal movers not to hold another con- ventivn until “the apportionment of representa- ton under the census shall have given to the central and western portions of the Union that j ost weight in national legislation to which their Ppopalation entitles them” is censible, but does not go far enouch. The removers should decide to wait until the census returns show that the bulk of the nation’s wealth and popula- tion is on the Mississippi and beyond. This time will come in the course of a few genera- tons; to make sure, let us say ten, and the con- vention to establish @ capital ina more central Portion of the Republic should be called to meet. A. D. 00. About that time, (as the almanacs fay) the “central and western portions of the Union will have that just weight,” &c., &¢. has est 5 Tea The world still mores. The city authorities of Washington have resolved that the harbartity lovg ago prohibited in tie discipline of the navy, ond which has fal’en out of use in the trestmient of even the most ruftianty criminals everywhere, shall no longer be inilicted upon beipless children im the schools of that city — Chicago Republican. Our city authorities have not yet earned the compliment bere bestowed. The Board of Al- dermen, it is true, passed the resdiution with but one dissenting voice, but the lower board dodged the question, postponing it tive weeks, or until after the expiration of their term of oitice. Yet“the world moves,” and flogging in the public schools wil! soon be abolished, just a« it was abolished under the influences of civ. lication rm the navy, and the jail yard. ——— een — Tee WarpSwaper Howtcrpe—Adrices from Towanda state that the grand jury on ‘Wednesday found a true bill for murder in the first degree against Henry Ward, (formerly edi- tor of the Fepress in this city,) charged with the killing of Wesley E. Shader come two or three months ago. Another dispatch states that the trial will not take place until the September term of court, and that the accused has been admit*ed to bail meantime in the sam of $10,000 ‘The latter part of the statement may be cor- rect, but taking bail is, to say the least, unusual, in the face of an indictment for murder in the first degree. Mr. George T. Dowring, the ex-caterer in the basement of the C=pifol here, is out ina Ietter complatning “that it is painfully evident that there isa lackot due respect for colored men on the pari of the zepublican party.” Mr Downing probably speaks for himself; and it Goes not seem to have occurred to him that there may bea very wide «dfererce even be tween colored men. Some are much more worthy of “due respect” than others—of the latter of whom Mr. D. may be classed a: Which. Downing taiks too much with his Mouth, and pushes his nose too far forward. —$ 46 ‘Tue Natiowat Ate-Link.—The Philadele phia Ledger quotes @ paragraph to the effect ‘that the National Air-Live Kailroad Company, which aspires to build a road between that city and New York, vow expects to get the right of Way across New Jersey aud the Delaware river under the charter of the Narrow Gauge Kailroad Company, which parsed the legisiature at its Jate session without opposition, being rezarded by everybody a8 a very “innocent Hite bill.” Avna Dickinson and Kate Field are going Over with Olive Logan to lecture the people of Frgisnd. The British High Joints intend to claim damages for this infliction, as an offset to the Alabama claims, The New Vork Commercial styles Dr. Living- ston “the most dead. -alive man of theninetventh century.
