VENING STAR. | CROSBY 8S. NOYES...... Raitor. Largest Circulation in the District Beading Matter on Every Page, WASHINGTON CITY: ONDAY........ «May 1, 1873. Flesging in the Pa’ While undoubtedly nine-tenths of the com- | punity favor the abolition of corporal punish- | ment im the public schools, a few voices are in behalf of the time-honored institution eging. The argument employed in behalf Of the raw-hide in the schools is precisely that Bsed so strenuously of old, in behalf of the cat iscipline cannot be enforced We were told that the naval service ‘Would go to the dogs if dogging was abolished: Yet fogging im the navy waz abolished, 7 no more of the impossibility wf cerrying om the service except through the power to enforce anthority by the nse of the So, if corporal punishment is abolished in the public schools, we shall hear LO more of the impracticability of carrying them on except through the brutalizing exhibitions Of the knock-down and drag-out style, in which the whole business of the schoo! is Suspended, and the pupils look on as they might ata prize er, usually in a passion which lends demoralizing excitement to the Scene, proceeds to do duty as @ public tlogger. ‘The tact that our best and most experienced teachers do not use the rod, at all, and have Bot for years, shows that its retention is simply fer the benefit of teachers who have not the ex. perience or capacity to enable them to govern a sebool by moral authority. The same may be said of the idiotic, health- destroying modes of Punishment invented by young and inex- @at-'o-nine- tails = ‘T28 fact that our es*‘eachers do not use these detestable of punishment—debarring the pu- ils from food, air, and sun-light, &c., &c.» also, that some restrictions may very vreperly be put upon the devices of teachers of the Other class. And it should be added that. the punishments just referred to are intlicted in Dine cases out of ten, not for any misdeeds, or any violation of the school rules, but because gbe pupils, through incapacity or sluggishuess, are not perfect in their lessons. The tendency of the times is to referm various abuses of this kund in the public schools of the country. The Taw-hide is being discarded as an “educator,” Schoo! hours are being shortened, study out of school is forbid-len, and care is being given to the exercise of the physical as well as the mental faculties, with a view to the cultivation of sound minds. We must see that Washington city keeps progress with the schoo! reform movement else- Tp the language of a writer in the Public Scacol Journal “We must never be content with the publi Schools until there is nothing in them te hind, the formation of such youths as those whi ved—noble souls, in bodies beau We mast have "system of bodily exerfise, ion, three hours’ book ‘a dayftive urs’ attendance at school, and singing, m: ing ave light gymnastics, « part ot the of every school.” The experiment of associating the volunteer boatd of Indian commissioners with the Com- missioner of Indian A‘airs in the purchase of Indian supplies seems to be a great success. ‘Composed, as that body is, of gentlemen of un. ‘Questioned integrity, it has had the entire con- fidence of the business community, and men and firms who have never cared to appear as bidders in the old days of Indian rings have this year sent in bids. The resuit is that the contracts, instead of being awarded to @ few favorites, are divided up among a number of first class People in different cities, ‘whom are worth more than the prosits on any Contract, so that the prospect is that the govern- ment will be honestly served in the matter. Owing to the extended competition, the bids this year are also very low, and there is reason to believe that the Indians will be better aup Plied than ever before, aud at a mach lesa cost to government than under systems heretofore in the reputations of Gen. Parker, the Commissioner, the represen- tatives of the Secretary of the Interior and the Volunteer board seem to have worked har- moniously together to secure these results, and the administration is to be congratulated on the B Of a policy in Indian aftairs which brings about a reform so long and so — ——__-+02--______ Passenger trains will commence running be- tween Cumberland and Pittsburg over the Copnelisrilis Kailroad, in connection with the of the Ba!*lmore and Ohio Kailroad, to- day, and a reduction °f fare of S2 from Wash- ington to Pittsburg from ‘be present rate via is announced. Vér¥ good. No Mr. Garrett, why not transfer the workiaz force employed on the Connellsville road tm the Metropolitan branch, and finish the latter upin Short order—say im sixty days. Why not, why Rot? Itcan be done if you say the mene Mr. “Another Japanese embassy composed of Wirteen distinguished men are on their way to Washington,” it is said, and “the object of their ‘¥ st is net stated.” Uucle Sam seems destined to ve an embagrrasment of riches of thix kind. Japanese embassies are getting to be almost as common as the Indian embassies of years ago, ‘when almost every train brought a delegation Of braves to Washington on visit to their Great Father and hg have a good time generally.
