THE AMNESTY Biti.—The bill passed by the House yesterday, as stated in Tue STar of last evening, is to remove the political disabilities imposed by the third section of the fourteenth amendment to the constitution from al! pereons but the following classes: First, all Senators and members of the Cot of the United States who resigned to participate in the rebellion; second, all ofticere of the army and navy who resigned for the same purpose; third, all members of State conventions who voted for ordinances of secession. It further provides teat all agen who desire to accept the benefit of the bill shall tirst take an oath that they will protect, support and defend the constitution of the United States. This oath is to be admin- istered by the clerk of a United States court and transmitted to the Department of State, who will issue a certificate of the fact to the person making the oath. The bill was sent to the Senate, where an effort will be made to Pass it as soon asthe Ku-klux bill is disposed of.
