By order of the Tribe WM. a. STELLBE, 4 Beading Matter on Every Page. WASHINGTON CITY WEDNESDAY..........Mares 22, 1871. The Campaigu Opened. ‘The political campaign to close with the tirst election in the new Territory of Columbis, was formally opened last evening by the action of | the democratic convention wuich nominated Mr. Richard T. Merrick asthe candidate of that party for Delegate in Congress,—the proceea- ings of which will be found elsewhere in to-day's paper. It be reen by the report that the Proceedings were characterized by harmony And consideranle enthusiasm, and, aside from some personal disappointments which must Blways follow defeated aspirations, that party may be regarded as well united and organized | to the work before it. What the result of the canvass will be, with the evenly balanced party strength in thd Te: ritery and the various considerations which will influence the minds of voters at the polis, it is impossible at this early day to foretell. But this mueh may be said now: ‘That it is folly to attempt to conceal or deny the tact that the nomination is a strong one, aside from mere party considerations, and that the platform pnt forth is one which appeals very forcibly to the popular sentiment of this community. Toenable them te succeed, therefore, it will be necessary = the republicans to place at the head of their icket their very best man. It will be necessary, _ that this nomination ehall be the undoubted choice of that party, manifested bya free and open expression of opinion, and not through the maneuvres of ward clubs or a packed conven. hon; and it must be supplemented, furthermore, by a sound and wise declaration of principles. izasmpch as party lines have been untortu- nately drawn, where only the public good should be considered, there is an almost unani- mous feeling that the local government should, ‘er many and obvious reasons, be in ev re- spect and to the fullest extent in accord with the general admiuistration. With thissen- timent in their favor, the odds are largely on the side of the republicans. if they are willing to take counsel of wisdom and experience in their nomiaations and general course. But even with these odds in their favor. they cannot sferd totake a weak or foolish step. ee Mixed Schoo! be seen by the proceedings at Carusi’s last night that the democrats have the bugbear of mixed schools for elec- thoneering purposes. But who favors mixed schools? We hear of nobody. Beyond two or three individuals whe would like to be Superin- tenes or who have some such axe to we doubt if a man can be fornd ate the Diending of the schools | black, alike, are averse to throwing is together; and the colored people, so a seeking to force themseives into the white schools, prefer, from feelings of self- respect atid self-reliance, to maintain their own sehoot erganizations. just as they maintain t_eir separate church organizations. thetr San- hools, their literary and benevolent so- cietir=, their Odd Fellowe and Masonic organ- taations, &e., &e. Z Of the schools would be the most sgeous thing that could happen to the as they would thus be thrown caging competition with white pupils, rom home as-ociations and training, and in the start, would have every advan- Ite Saloon r grind, tage in the active rivalry of our graded schoola. ‘The large mass of the colored people of the District, brought here by the exigencies of the War, were uneducated; coming mainly from the corniclds and plantations of the South. It is gt atly to their eredit that they appreciate, fully, the advantages of education. They ving not only to have their children but also to get knowledge them selves. Thuz colored scho of wary grade are made up of iarge and swal!; and full-grown men and women seek imstraction on the same benches with little cbildren. The colored school system adapts ieelt to the peculiar needs of the colored popa- Jation of the District, and the pupils, whether young or old, are put In no mortifying or dis- couraging position, as they would be it placed im our graded white schools. The colored People appreciate this fact thoroughly, and Prefer to have their own school. The whites, without regard to party imes, are opposed to mixing the schools, believing that it would cripple them hopelessly, without bene- Stting either whites or biacks. Who, then, favors mixed schools’ Noone. and the attempt to organize a political party for a crusade against @ proposition that has no advocates must be labor lost. +s0e- — Ked Republicanism is rampant in Paris, and the infection is spreading throughout France at such arate that unless the government shows more energy than it has hitherto done in re- establishing order, the monarchy will -oon sup- Plant the feeble republic which is proving itse!i Unequal to the task it has undertaken. Thiers seems totally unable to grapple with the relent- Jess foree of the msurreetion, which is rapidly becoming something more thanan i —# revolution; and his endeayer, by proclama tions, to persuade the guarchists that their course will destroy the Kepublic, is not the kind of argument which weighs with the advo- cates of social disorder, so well as the persua- sion of grapeshot and canister. The sole cause assigned for the outbreak is that the govern- ment dared to make peace upon the best terms possible. Unfortunately for France there was ho army upon which the Ministry could rely, and they displayed thetr weakness when they treated with an armed mob for the surrender of materials of war belonging to the government. ‘They doubtless lost supporters and greatly in- creased and encouraged the malcontents by thetr delay and indecision also, and now the mod holds Paris, which againas often before Proves itself a curse to France. Had M. Thiers and bis colleagues in the government gone into the city and established themselves there. we can- not doubt that all of them would e beea seized and shot without ceremony by the in- furiated and howling Jaeobin mob. +222- Knowing that the consumption of champagne Winehas in no wise fallen off in this country since the beginning of the Franco-Prussian war, the wine-drinking public may feel « satis- faction in learning that the supply has not been deo, as many thought, to increased manutac- ‘turing facilities in Jersey, but to actually larger exportations from France. The statistics show that at notime since 186) bave the impor- tations Of these wines into the United States Deen so large as during the last year, when we received no less than 135,522 packages, worth in the aggregate about $1,302,000, Ané, on second thought, it must be apparent te every one that there should not bave been ‘Sny dimipation in the French supply daring the War, except through ditfcalties of shipment, snce the home consumption has probably been Jess than usual on acoount of the disturbed con- bon of the country, whilethe stock, which has been drawn from the vauits rather than from ‘the vineyards, is the growth of other seasons, and has been stored Sway getting ready for use. ‘Two or three years hence, when the vintage of 1570 would have been ready for market, is the time when the scarcity of the real article will be felt, and whem the laboratories of Newark and slersey Oity will reap their richest harvests. Look out then for headaches. ss The republican consultation meeting in Co lambue, Obio, on Thursday night, resulted in the selection of June 21 as the date for hoiding the next Republican State Convention, Colum. bus being the piace. -+2-- Governor Scott and the other officers of the South Carolina State government hava received orders from the Ku Klux Kian to resign office and leave the State.
