Van Wyck, of New York, who had arrived while Mr. Crane was speaking, Was called for, and said he begged to differ somewhat from the last speaker as to where the tauit rested for the enactment of this bill. Con- gress is all to blame and not the President, whose only duty was to see the laws execated. Congress bad shifted the responsibility made binding upon it by the Constitution, in dele- ating the control of the District of Columbia jo the President. There had been a powerful Ying formed in this city which had the control over Congress.
