That report was in answer to a res- olution of the House instructing the committee “to inquire whether the eharters of the Wash-.| ington and Rockville Turnpike Company and tue Columbia Turnpike Road Company have been forfeited by wilful neglect and non-co: pliance with the terms thereof.” The eommit- tee, atter taking a large amount of testimony and hearing arguments on both sides, reported Unanimously that the evidence “ was conclu- sive and overwhelming that the Columbia jensburg) turmpike has not complied with its charter requirements. On the contrary, it iv at no time of the year in the order imperatively demanded as the condition of its corporate ex- istence, and at some seasons it is almost i passable, and this in the face of the fact that it pass large dividends, and is therefore without @ shadow of excuse for its condition.” As regards the Seventh street road the company testify that for yearS past they bave pended all their earnings upon the toad, the committee say. “as the evidence shows, that the road is mot in the condition required by its charter, therefore the just conclusion is that the company are not able to furnish the community with such a road ‘| the necessities of the travel demand, and their charter requires; it seems but just and reasoma- bie that the road should be taken out of their hand: and placed in the bands of those who can keep it in order.” The committee hold, however, that it these roads were in the most perfect condition re. quired by their charter, the public good would require the abolition. One of them, the Bia- ciensbarg road, has its gate about fitty feet from ‘the city limits, and is a tax upon all ingress and egress to and from the city im that direction. ‘This gate lies between the city of Washington and the largeet and only Catholic cemetery of the city, and toll is collected from every funeral Procession when onits way to thegrave. The committee proceed to say: “It is mani- testiy unjust to deprive the people whose basi- ness leads them to or from the city over these roads of the benetits of the free ingress and egress which is enjoyed by the people on ether toads. It seems to us @ self-evident proposition tbat the interest of the city requires that tacili- ties of egress and ingress should be as free as poasib’ But when, in addition to these rea- sons, we add the fact that the road is in a bad condition and that the travel over it gets no trae value for their tolis, we think the clearest Case is presented for ummediate action on the part of Congress.” After summing up the law and the evidence im the case, thecommittee conclude by saying ‘: We therefore recommend that both these roads be immediately condemned and made free public highways; that the damages be assessed in the usual manner, and «s the city of Washington will be principally benetitted, that the expense of such assessment be borne by the city and county of Washington somewhat in the propor- tion to the population and property of each, and herewith report a bill to carry out these pro- Visions.’ ‘This report ought to be conclusive, coming from a committee of legal ability, and being made (hrough a gentleman thoroughly familiar with the sabject: Mr. Stone, of Maryland. The Price France has Pay fer Peace. ‘The exact conditions upon whieh the Germans are willing to make peace with France were stated by M. Thiers. inthe Assembly, at Bor- deaux, yesterday. France cedes one-fifth of Lorraine, including Metz and Thionville, and al) of Alsace except Belfort and Pays. The in- demnity is five miliaras of francs, one millard this year, and the balance in three years. The German troops will gradually withdraw from thé French territory as the payments are made. The armistice is prolonged to the wth of March. The fortitied cities of Luneville, Nancy, and Belfort are left to France; Lovgwy, Thionville, Metz, Saarbruck, and the irom districts, go to Germany. ‘These terms are ansually severe. Thiers and Favre were several times on the point of break- ing off the jons at the risk of the re- sumption of hostilities, but vielded at last to dire necessity. Bismarck at first demanded ten mi liens indemnity, and it was reduced to sum finally agreed upon on!y by the most stren- mous etforts. It bas been stipulated that only thirty thousand Germans shal! enter Paris, and they shall not march beyond the Place de la Concorde. The first troops euter the city to- day. One of the strangest things in connection with the matter, is that the Parisians who have not a word to say against the cession of territory. and pay ment of indemmity, are terribly excited over the proposed entry of the victorious Germans into the capital, and so bitter and intense is the teeling against the conquerors that it is feared their march throug the city will lead to scenes of riot and bloodshed.
