It will not be expected of ur solemn American people, who usually dress fhemselves mm fanerea! black broad cloth on fese Rive occasions, that they should all at once bandon themselves to the light-hearted frolic nd wild revelry of the Italian carni the Sugar plum pelting, the togsing of tiowers, the mad diversion of the Macoletti or candle-ex- dinguishing confict. Our American Indies on ‘the balconice woul! need to be formally ‘‘intro- duced” to the gentlemen on the street before 2hey would condescend to exchange compli- ments of eugar-plum and flower pelting. But we can readily adopt one striking teature of the European carnival, aud that i+ the decoration of Pennsylvania avenue from one end to the other with brilliant colors. The Corse, the street in Bome sed (or carnival purposes, is described as hay- ing the appearance of a tlower bed in the bright- n€88 Of ite colors on such occasions. The houses trom the pavement to the chimney tops are ‘wrilliant with draperies, streamers, and hang- ‘ings of the brightest bues—red, green, biue, white, and gold. Garlands of tlowers and ever- greens are everywhere displayed. The car. Tisgesin thestreets are gay with flowers, and ihe horses are decked with variegated ribvons, nd to all (his brilliancy of color is added the parti-colored costumes of the throng of revelers. ©f course, our wide Avenue, more than four 2. mes the width of the Corso, would need an im- gnense amount of variegated color to give it any abing lke the brilliancy of the Roman street in earnival time; Dut a good deal can be done in ihat direction by a little well directed effort. Another feature of the Romam carnival is Worthy ot our imitation and that is the undevi- ing good-temper maintained by the immense crowds in all the wild sports and conflicts of the casion. “Rows’’ or ‘scrimmages” seem to be zuknown at the Koman carnival, despite the apparent provocations. Perbaps our fiery American whiskey bas something to do with ©®ur more quarrelsome disposition on festive Dccasions, afd it would be a good thing ©! strong liquors at our carnival time was ‘The Teachers Unpaia_ ‘The teschers of the public sebeols have not been paid, it seems, for the last month, and the Prospect is rather blue for their future pay- ment, a3 no arrangements have been made in at direction. It strikes us that this failure to yrovide for their payment is wholly inexcusa ble. The tax for school purposes has been placed at the extreme limit—tifty cents on the hundred dollars—allowed by Congr t by the act of Congress, also, the school fun? should ave been held separate and sacred from ai other funds. This tax bas been collected. and Should be now to the credit of the school fund, et at this early period in the fiscal year it ap- pears that there is not money enongh to pay the feachers' We hear in explanation of this singa_ Sar state of affairs something abont the corpo- xation bank of deposit having paid itscif for Bowen indebtedness out of the tax money de- posited with it, thereby absorbing the money ahat should bave gone to the various special tands. The bank has no shadow of right to.do 2bis thing, and we should like to hear from the Corporation officers charged with the manage- ment of our financial affairs how far the state- sment is true. It must not be that the school Ac achers, who earn their money hardly enough, Should have added to their laborious and harass- sng duties the worry and anziety of not getting the pittance that is to provide them (and in many cases, their families, also,) with food ana clothing. see. ‘The fact that the heavy task of cleaving the Snow and ice trom Pennsylvania avenue was accomplished in @ few hours through the agency Of the energetic citizens having the carnival in tharge, affords a pretty good guarantee that the | Carnival itself will be a success. We would Suggest, however, tha: it may be desirable to wleam the cross streets, as far up, for instance, us the streets parallel to the Avenue, otyerwise abe mud and melting snow may co: down upon the Avenue unpleasantly. ———~«ee- ‘The Missouri republican bolters, through whose aid Frank Blair owes his presence in the U. 8. Senate, will probably conclude that they made a [evtle mistake when they come to read his maiden speech. The > York Commercia! suggests that they will feel like sighing with Widow Bedott “Fall forty dollars would I give Li we'd contin'ered apart. ——+o+e- ‘The March Galaxy will contain a history of the St. Domingo negotiations, said te be ex- planatory of the action and purposes of the President ip the matter, and to be “‘semi-effi- cial” in {ts origin. ee ‘Shillington sends us The Atlantic Monthly and Our Young Fotks for March.
