The question in his case is understood to be the fact that be is now a Senator. Section VI of article 1 of the Constitution declares that no Senator or Representative shall, during the time for which he was elected, be appointed to any civil office under the anthority of the United States which shail have veen created, or the emoluments of which shal! have been incres-ed. during such time.
