Collector Boswell then stated that as a mem- ber of that committee he wonid say that th had waited upon the committee of conferen at the capitol, and laid before that body the objections they had to the bill, and among these were the suffrage question ‘and the taxation question. The committee had been heard, and they were assured that these questions would be carefully considered by the conference com- inittee. Mr. Boswell wenton to say that it had been asserted before the conference coumitiee by the advocates of this bill that ‘THE LITTLE FACTION who are oppoeing this bill are emal! office-hold- ers, and notone of them is a taxpayer. This te denied; on the contrary, most of the city offiee- bolders are taxpayers. In reference to taxa- tion, he stated that in 1869 the corporation taxed its citizens sixty-five cents for general purposes, which, with the special taxes, made al together $1.40 on the $100. But this did notsuit seme of the heavy taxpayers, and they got a bill trough reducing this amount for general purposes to 5 cents; and with even thie great reduction, the tax this year is €1.80 on the $10, and now this Proposed bill gives the right to levy a tax not exceeding S2 for general purposes,and as much more for special purposes as they choose to as- sess—there is no limit. The tendency of this bill is toan arisfocr The board of public works have all the powers, and the election by the people of the lower board is simply a farce to giver the color of franchise without the substance. The bill introduced last year, and lobbied through one heuse of Congress, Was more liberal than this one.
