ATE.—After our report closed— Senate proceeded with the consideration of Mr. Trumbail’e bill to relieve Cop from importunity, and to preserve the inde- pendence of the several dopartireute-of the gov- erpment. Mr. Morton sai] the reform contemp! the bill was of the » yoy kind; cheap popularity been madé was called civil service reform—many writers and speakers on the subject searcely under- standing what was meant by it. The abuses of the civil service had been grossly exaggerated, partioularly in the speech of the chatrman of the Judiciary Commit ee, (Mr. Trumbull.) He Was surprised to hear the fashionable char, of corruption among Congressmen reiterated that Senator, when the fact -was well knowa that cases of corruption in high places, ifany ex- isted, were the exceptions, not the general rule. The Senator (Mr. ‘Trambutl) thought the gov- ernmert could be rua better withvuat the poli- ticans, bat hfs systcm was an furpossibill' Ys as requiring the perfect on of human nature. bad been al'e; egea by Mr. Tranfbuil that tiers were in the departments more than twice as many clerks as were needed to do the business. Mr. Morton submitted that it was not true; that in no event contd the assertion be substantiated as to mere than five per cent. of the a d number. He said he was aware that the late Secretary of the Interior hadacqnired consi able reputation in this matter ot c ary retorm, and referred to an article in the North American Keview as substantiating his assertion that that gentleman had set up for him- = @ superior morality on this point. He had claimed to inaugarate a reform in i countered, as me said-in ation | by interence was that official tenure he a: ted up to bis and did not allow & Congressman to dictate an appointment. Now, the tacts (as showa from the records) were, tliat npon that gentleman's assumption of his oflice there were (clerks in the Interior Department, and when he left there were 688, one man perhaps having died. Thero- fore, according to Mr. Trambull, there were twice as Fema Desi there as were needed, and bat one less than the mumber when the Secre- tary lett. Unkke Mr. Oex, — ‘tary Boutwell, without any special pret to civil-service reform, had reduced the force under him in tae same time some four or five hundred. Mr. Morton proceeded further in vivdication of the Department clerks from what he called the grossiy uujust charge of Mr. Tramball, that a large portion ot them were useless and incom- petent. He oo this was not the case asa Tule, and no system could provide against the exceptions. He said that Senator also advocates tenure of civil service, and paints to Eng- das on example. We bave all read Dickens account of the ¢irceumlocution office, and the | Insolence of office displayed by those who bave alife tenure. We do not want any such system | in this coun We do not want a privileged class built up here on principles which would undermine the foundations of our governimsnt. We have a life tenure now in one of our depart- ments—the Supreme Court—and how has it been found to work? Not as was expecied. Aud it we bad to do it now, no life tenure would reated. The Senator giso talke of a compe- titive examination. There has been a law in existence for years which provides fer a compe- titive examination, and yet under it ineompe- tont appointmentafeaunot always de avoidet. The Senste, then, without farther action, went into executive seasion, and then adjourned. HOUSE —After oar report elosed— eH use, in Committee of the Whole, p 2 the con ideration of the legislative, 2 all. ussion took place on a proviso reported in the bill, diseeting that herea(ter no laws or trea- tes shall be published in newspapers exce general nature, and wh’ laws or parts of laws shall be selected by the Secretary of Stata.
