Now that Pennsylvania avenue has at last been put in good condition, and that fast driving is the rule rather than the exception, owners | and drivers of horses woald do well toremem- ber that on the street, and particularly a recognized crossing plares, the rights of fost passengers are paramount This has, we beliere, been the law from time immemorial, and its Principles have beew recogaized and enorced | for in every State inthe Umon where the qaestion has come before the courts. As to the sere offence of fast dnving, that will doabtl9es be taken care of by4udge Snell in tke Police Court on due presentment; but the yoint we wish to impress upon horsemen is the Suportant one that as between the foot passen- ger and the rider or driver of a horse, each going at a moderate rate of speed, the latter must always give way te the former. As an in- jury to person occurring through a violation or neglect of this rule would be certain to resultin heavy damages to the in.ured, drivers aud riders will consult their own interest, and at the same time promote the comfort and safety of the pub- lic by bearing it in mind, and conforming their action accordingly. ~<<o- = One of the New York papers makes oecasion to say, im an eracular and pharisaical manner, that the atmosphere of Washington “is not fa- vorable to newspaper independence, or to the development of journalistic talent.’ Possibly not; certainly not to the kinds of “independence” and “talent” which succeed best in New York. It is likely that in times past some rather discreditable developments have been made in regard to the management of newspapers in Washington, but nothing the tenth part so disgraceful or humiliating asthe secret history of some of the so-called leading independent papers of New York recently pn public. The history of journalism threughout the whole world and for all time cannot show a parallel to the baseness and corraption which characterizes the editorial conduct of some of the New York papers boasting the widest cir- culation, according to the testimony of men whe b: taken part in their management. And it happens furthermore, as might be ex- pected, that the record of the particular jour- nal from which the above quotation is made is conspicuously disgraceful and damaging. 202. ‘The election in New Hampshire will take Place on the Mth day of March next. The re- publicans have now completed their nomina- tions. dames Pike, the republican nominee for Governor, or Elder Pike, as he is more famil- varly known, was born at Salisbury, Mass., in November, 1518. He was @ representative from Hampehire in the }1th and 35th Con- gtesses, bemmg a member at the same time as Messrs. Cragin and Tappan. There will be two opposition candidates in the field for Governor—labor reform and democratic. For Congress the following nominations have been made by the republicans:—In the first district, Wm. B. Small, a lawyer. In the sec- ond district, Hon. A. F. Stevens has been re- nominated, which is equivalent to an election. The nominee in the third district is Gen. Simon G. Griffin, a graduate of Dartmouth, and a lawyer by profession. He has a fifst-class war record, and bas served several terms in the New Hampebire House of Representatives, and ~ — of that body for two years. +20e- The several committees of citizens having in charge the management of the proposed grand celebration in this city, on the 20th and 2ist days of February next, are actively at work ma- turing their arrangements; and if their eiforts are seconded by the community in the same con- fident and earnest spirit, the enterprise will re- sult in a demonstration worthy of the Federal metropolis.
