EVE Largest Circulation in the District Reading Matter on Every Page. WASHINGTON OITY: | WEPNESDAY.....December 21, 1570. | Paris Taside. ‘The rose-colored pictare of the French tion at Paris presented im the London telegrams of the New York World, to the effect that Paris is fully provisioned for three months further siege, and that the Parisians are in a position to turn the tables on the besiegers and drive them from Verssilles by their heavier guns, issingular- j ty at variance with the circumstantial detail of | what isreally going on in Paris, set forth in a bal- loon letter published in the Manchester Guar- hen. According to this letter the vivacity of the Parisians has given away to utter despondency, and famine presses upon them so terribly that Dread riots are with difficulty suppressed. There is much drunkenness in consequence of the mis- ery and privations of the siege, and from the same cause there have been some 700 cases of insanity since the investment. The mortality of the Previous week to the date of the letter ( Nov. 24. showed 2,004 deaths against 1,885 of the weet. before; the usual weekly nnmber in Paris a; that time of the year being 1,300. ‘The fallacy of the expectation that the Pa. nistans should make any effective sortie, en mass is also shown by the fact that two-thirts of the army of Paris ts composed of shopkeepers and workmen, most of them married, who will not risk their lives and those of their families in an undertaking they deem hopeless, ‘This picture of the state of things inside the city has more the air of probability than the buoyant one of the World's dispatches. It may be that the Germans may not have heavy siege gums in pocition for a bombard- ment, but if €o itis very likely for the reason that the bombardment of the city has not been really contemplated, While the surrender of the city, through famine. is but a question of days, they have no need to do more than main- taim the investment. Meantime, the defeats ot the French in the south of France, have been ¢o severe and continvons that the besieged in Paris must abandon the last hope of aid from | that quarter. What is aeons or it Speamer Blaine The Chicago posarleg peal under its new management has shown itself a shrewdly intel- | ligent exponent of pubiic opinion in the West, says: * It is a little too early in the season to discuss the question of the next Speakershtp of the Na. tieval House of tatives; bat a number | of our cotemporaries are doing so. It seems to | us like a very needless worry. The present Speaker, Mr. James G. Bisine, is in every re- spect worthy of the position, and will no doubt | be re-elected as often as he is a candidate for it. | it is not to find a man who is at all fit for | the Speakership; it is exceedingly difficalt to fod one »@ well titted for it as Mr. Binine. itis sheer nonsense to talk of electing a “* Revenue Keform” Speaker, as the Tribwne. of this city, the Demecrat, of St. Louis, and other one-idea journals have talked. ing of thelr own pet phrase; and the pub Tapidly coming to the conclusion that it means nothing but the egotism of a few empty- headed babblers over a free feed. Mr. Blaine is Kevenge Retormer eno ge for us. He is hen- est, conscientious, able, and impartial. As he ‘was the successor of Mr. Colfax to the Speaker ship of the House, so we hope he will be his | successor to the Presideney the Senate.” j —+20e- | The election commenced in Georgia yester- | day, continues through to-day and. to-morrow. It is for a State Legislature, for seven members ot Congress to serve the remainder of the Forty- first Congress, and the same number for the Forty-second. The names of all the candidates mere published in Ta¥ Stan a day or twosince. | ‘The vote at the Presidential election was 57,134 | for Grant to 102,822 for Seymour. There was no | election for the Forty-first Congress. The Leg- | islature to be chosen meets the second week in January. The State election should have been held the first Tuesday in August, but was post- Poned because of the political troubles which survived m Georgia after having been surmount- ed in most of the other southern States. The returnsso far give no indication of the result but the Agent of the Associated Press at Aagus ta believes that the democrats have carried the State. = The election in the first Senatorial district of Pennsylvania (seven wards of Philadelphia) yesterday to till the vacancy in the State Senate, occasioned by the death of Mr. Watts, resulted in the election of Dechert, the can- didate, by @ majority of 1,343, and the result gives the democrats a majority of one in the ill enable them to elect the State Treasurer next month. ———_-+ee- _____ The market-men and the market company bave very sensibly come to an understanding in regard to the arrangements necessary to mee: the emergency from the sodden destruction of ‘the old building. Now, let us have an end of the bickerings, and let the market company and market-men co-operate to the end of hav- ing ® Srst-class market-house erected as speed- ily &* possibie,on terms advantageous to both sider, and to the Public as y a8 well. Li iterary circles in Boston are stirred by the Aniouncement of the retirement of Mr. Jas. T. Fields from connection with the publishing house of Fields, Osgood < Co., and from active busmess life. Keaders of the Atlantic Monthy will be glad to know that Mr Fields will con tinue his editorship of that Magazine. Th- new house will adopt the style of James R Usgood & Co. The energy and tact of Mr (Csgood give assurance that the new house will occupy a# prominent a position in the Nterary world as the late firm secured. ss The New York. Star, on the supposition that our “unsightly Center Market” was fired by in- cendiaries, “invites the attention of the same accommodating parties to Fulton and Washing ton markets,” in that city, and adds -—“ We do not object to markets per s¢, but nothing bata first-class fire seems likely to terminate the Present leases and give the proper authorities a chance to erect handsome, clean and convenient structures.” oe Hugh Hastings, of the New York Commercial, says of the report (noticed in Tax Stak) con. necting bis narse with the collectorship for the 32d New York district as General Pleasonton's successor, that be “would not accept that effice or any other in the giftof the Administration, if such a thing were possible that he should be offered a place.” —_——_~<+ee--—____.
